Duties
You will serve as a Program Manager in the Logistics and Requirements Department (N4/8), Office of the Commander at Naval Cyber Defense Operations Command.
You will develop detailed non-Manpower Program Memorandum Objective (POM) and related assessments via briefs, written papers, communications, and/or oral presentations.
You will gather, review, and direct contracting and integration timelines of new analytical technologies and techniques for improving methods, results, and procedures to meet emerging requirements, and ensures maximum productivity.
You will ensure IT expenditures, are properly prepared, routed, advocated, and approved in the IT Procurement System.
You will create business value through implementation of mission critical technology; strategic planning of command growth objectives; and ensures technology systems and procedures lead to outcomes in line with command goals.
You will oversee facilities and logistics, developing plans for appropriation and assignment of space, communication equipment, work stations and office/IT equipment to support command mission.
You will oversee contractors that support facilities management and maintenance.
You will collaborate with top management to negotiate, determine, schedule or coordinate supporting services.
You will serve as a Deputy Department Head comprised of military and civilian personnel.
You will be responsible directly or through subordinate supervisors for organizing, planning, and directing the work of varied programs within the department.
You will interview Federal civilian candidates for subordinate positions and makes departmental hiring, promotion, or reassignment selections.
You will assign work to subordinates based on priorities, difficulty of assignments, and the capabilities of employees.
Requirements

- This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
- This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by:
-Experience providing direction for the development of standard operating procedures and work flows.
-Experience managing subordinate employees to include planning, evaluating, and establishing objectives, deadlines, and standards for acceptable levels of work.
-Experience directing the analysis, evaluation and development of various facility and security assessments, forecasting required resources, and tools.
-Experience analyzing all work efforts, identifying problem areas and determining feasible solutions for problem resolution.
This position is within the Work Category SUPERVISION & MANAGEMENT at Work Level FULL-PERFORMANCE, Series and Grade GG-0340-13.
