This position is located with the Bureau of Indian Affairs, Superintendent - Lower Brule Agency in Lower Brule, South Dakota.
NOTE: TRAVEL AND RELOCATION EXPENSES WILL BE AUTHORIZED IN ACCORDANCE WITH THE FEDERAL TRAVEL REGULATIONS.
Duties
Manages plans, directs and coordinates all activities at the Agency.
Directs all programs and activities toward the basic objective of self-determination for the tribal governments.
Maintains a close working relationship with the tribal government(s) and tribal organizations.
Assists in the development and implementation of legislative programs pertaining to Indians in the jurisdiction.
Exercises discretionary judgment and authority to mobilize Bureau program resources and technical staff assistance to resolve social/economic problems.
Responsible for budgeting, program planning and development of cooperative relationships for and within the Trust Community Service programs.
Provides positive direction, implementation and recommendations of supervisory and managerial activities by ensuring program functions and activities are achieved.
Ensures compliance with accountability requirements and regulations regarding the use of government funds, equipment, and property.

Qualifications
EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-0340).
GS-14: 1 year of full-time specialized experience or the equivalent, comparable to at least the GS-13 in the Federal Service (obtained in either the public or private sector). This experience must include 3 of the 4 activities: 1) the organization, mission, and objectives of BIA to carry out the management functions as a Superintendent; 2) public laws, rules and regulations requirements, and court rulings relative to Indian affairs; 3) Indian tribal trust resources and other Indian resources, Natural Resources to comply with performance goals and to assess the progress toward attainment of those goals; 4) to supervise, monitor and regulate employees in their performance of assigned or delegated tasks, and interpersonal skills. These examples are not all inclusive (please refer to the summary of duties for specialized experience).
SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and is typically in or related to the position to be filled.
This is a key management position. Simply meeting time-in-grade in occupations where directing and managing Indian trust responsibilities and programs was not performed, will not be qualifying.
