About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is with the 7th Signal Command, 106th Signal Brigade located in Fort Sam Huston, Texas.

Duties

The incumbent is responsible for administration and control of assigned Information Technology (IT) programs in the brigade with emphasis on Cyber Security. Develops, recommends, implements, and enforces command unique Cyber Security policies over existing IT resources in the geographical area of operations. Evaluates the efficiency of the Brigade Cyber Security capability and structure, recommending or effecting changes or redirecting resources as required. Maintains cognizance of network changes, equipment installation/ de-installation, upgrades and any other architectural changes implemented by the supported Network Enterprise Centers (NECs). Provides Cyber Security technical assistance to supported NECs for trouble-shooting networks and systems.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Incumbent may be required to travel temporary duty (TDY), up to 35% of the time.
  • This is an Information Assurance Workforce Improvement Program position. Incumbent (or Selectee) is required to satisfactorily complete the appropriate training and obtain the certification/recertification for this position.
  • Security Clearance level may also require the individual to pass urinalysis testing prior to the appointment, reassignment or transfer, and periodically thereafter, per the Alcohol and Drug Abuse Prevention and Control Program.
  • The incumbent must be able to obtain and maintain the assigned security clearance/background investigation requirements for the assigned IT Level, in accordance with AR 25-2.
  • This is a multi-occupant PD with different security clearance levels, refer to sequence number PD for security clearance requirement (for example: Secret Clearance, Secret Clearance with SSBI,
  • Top Secret Clearance, Top Secret Clearance with SCI) as it applies.

Specialized experience would be demonstrated by: Applying advanced IT cyber security principles to develop, interpret policies and planning projects; Advising management on IT problems and making recommendations to troubleshooting issues; Developing budgets, contracts and acquisition to develop proposals; Evaluating various operating systems and software packages that share information between different classes of system in there automation architecture. You will be evaluated on the basis of your level of competency in the following areas: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation; (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information; and (4) Problem Solving-Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.
