The position is located in the Data Analysis & Process Improvement Branch in USPTO. The PTAB hears and adjudicates appeals from decisions of Primary Examiners as to Patentability in patent applications and reissue and re-examination of patents and conducts post-grant review proceedings, inter parties review proceedings, derivation proceedings, and Transitional Program for Covered Business Method Patent proceedings and declares and conducts proceedings in legacy interferences.

The physical worksite for this position is located in Alexandria, Virginia. TELEWORK: This position is eligible for maximum telework eligible per agency and business unit discretion/policy. Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. OPM Qualifications Standards are available at Statistics Series 1530 Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-13 Specialized experience for this position includes: Experience providing authoritative and innovative recommendations to senior management in assessing, evaluating and implementing fee restructuring programs. Experience developing and establishing statistical methodologies for more accurate and timely predictions of applicant case filings, workloads, and revenues. Experience developing and executing unique statistical research projects of marked complexity and significance related to business processes and financial systems. Experience identifying requirements for statistical software packages and automated forecasting models, which resolve novel or obscure problems that affect broad program operations and enhance reliability of results. AND Candidates must also meet the education requirement as described in the "Education" section of this vacancy. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

BASIC QUALIFICATION REQUIREMENTS:

To be considered for this position, you must have either:

  1. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

  2. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
