This is an Air Reserve Technician (ART) position. ARTs are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. Duties

The primary purpose of this position is to serve as the Air Reserve Technician (ART), enlisted as the Inspection Branch Chief on assigned shift exercising technical and administrative supervision over subordinate workers in accomplishing trades and labor work (in a segment of an organization, a group, or work shift). Trains reservists in the duties and responsibilities. RESPONSIBILITIES: 1. Performs work-planning responsibilities. Through coordination and consultation with the division chief, and other unit supervisors, develops plans for the Inspection Branch. Based on established priorities and work schedules, plans the use of resources including employees, equipment, materials, tools, and facilities to accomplish work on a daily, weekly, and project basis. 2. Performs work direction responsibilities. Assigns work to employees by means of verbal and/or written instructions. Explains work methods, technical requirements, procedures, priorities, and peculiarities of work. Demonstrates and/or helps in accomplishing difficult layouts, setups, and work procedures. 3. Performs administration responsibilities. Counsels employees not meeting quantity/quality requirements and makes arrangements for these employees to attend training sessions. Reviews and certifies employee time and attendance records ensuring all entries are correct. 4. Provides a work environment that is free from all forms of discrimination, harassment, and retaliation. Supports the agency's EEO program through allocation of personnel to participate in community outreach and recruitment programs, ensures full cooperation of employees with EEO office officials. 5. Ensures education in, compliance with, and practice of security directives, good safety, and health habits in all work areas. Ensures employees with access to classified information comply with security directives. Reports all known security violations to the proper authority immediately when discovered. 6. Prepares effective training plans to maximize Reserve training. Complies with required instruction, guidance and/or training and provides instruction, guidance and training to others. Attends and successfully completes OJT and/or classroom training to be certified on assigned tasks.

Qualifications

QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG 8800 Aircraft Overhaul Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to do the work as a Aircraft Mechanic Supervisor without more than normal Supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of principles, processes, and techniques of trade(s) and/or craft(s) supervised. 2. Knowledge of personnel management policies, practices, and procedures, including sexual harassment and Equal Employment Opportunity/ Equal Employment Treatment. 3. Knowledge of safety regulations, practices, and procedures. 4. Knowledge of the use and maintenance of hand and power tools, equipment, and precision measuring and /or test equipment. 5. Knowledge of troubleshooting, inspecting and/or tracing hard-to-locate defects or problems. 6. Ability to read and interpret blueprints, diagrams, sketches, and technical specifications. 7. Ability to plan and organize work assignments to include determining resources required to accomplish mission. 8. Ability to implement sound personnel policies, practices and procedures. Ability to communicate effectively, both orally and in writing. 9. Knowledge and practical application of MIS (e.g. CAMS, G0-81) programs. OTHER SIGNIFICANT FACTS: 1. May be required to fly in commercial and military aircraft to perform temporary/permanent duty assignments. 2. The work may require the employee to drive a motor vehicle. An appropriate, valid driver's license may be required for the position. 3. Performs other related duties as assigned. 4. This is an Air Reserve Technician (ART) position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow incumbent to fully participate in Unit Training Assemblies (UTA). The incumbent's regular assignments are ART duties; however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. The incumbent must obtain and retain the appropriate security clearance level designated for the position. 5. This is a Testing Designated Position (TDP). The employee is subject to random drug testing. The incumbent is subject to pre-employment drug testing and participation in random drug testing as a condition of employment. Drug Test requirement was modified with AFI 90-508, Air Force Civilian Drug Demand Reduction Program, 28 August 2014; Certified Current 18 December 2015, which supersedes AFI 44-107, 7 April 2010. Positions covered by this SPD must be reviewed for proper "Testing Designated Position (TDP)" coding to comply with the AF Civilian Drug Demand Reduction Program (AFI 90-508). Drug testing is a condition of employment. 6. The incumbent may be required to work overtime to meet workload demands. FUNCTIONAL REQUIREMENTS: Heavy lifting (45-79 pounds). Moderate carrying (15-44 lbs). Hours of straight pulling are 1 hour per week. Hours of pushing is 1 hour per week. Reaching above shoulder. Use of fingers. Both hands required. Hours of walking are 4 hours per week. Hours of standing are 10 hours per week. Hours of crawling are 1 hour per week. Hours of kneeling are 1 hour per week Hours of repeated bending are 3 hours per week. Climbing, use of legs and arms. Both legs required. Operation of crane, truck, tractor, or motor vehicle may be required. Ability for rapid mental and muscular coordination simultaneously. Near vision correctable at 13 inches to 16 inches to Jaeger 1 to 4. Far vision correctable in one eye to 20/20 and 20/40 in the other. Both eyes required. Depth perception. Ability to distinguish basic colors. Hearing (with or without aid). ENVIRONMENTAL FACTORS: Outside and inside (other than normal commuting). Excessive noise, intermittent. Constant noise. Electrical energy. Slippery or uneven walking surface. Working around machinery with moving parts. Working around moving objects or vehicles. Working closely with others. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
