This position is located within the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Police Service (PS). The mission of the PS is to serve and protect Veterans, patients, employees, contractors, volunteers, affiliates, visitors, and others who frequent VA facilities.
Duties
Incumbent Leads a team of Police Officers and other administrative staff. Directs day-to-day lead policing operations and non-lead policing assignments. Works in collaboration with the Police Supervisor carrying out PS's overall mission where most of the work is performed on Departmental property. This includes any properties owned, leased, or licensed when consistent with Federal law, regulation, VA policy and operational guidance. Assigns, distributes, reviews, approves, and disapproves employees' assignments. Monitors and reviews the status and progress of the work and makes workload adjustments to ensure the workload is balanced. Refers to supervisor questions or matters not covered by standards and problems in meeting performance standards. Consults with the immediate supervisor for assistance on problems, such as backlogs to ensure work is completed timely, effectively, and efficiently. Ensures work assignments are distributed and performed promptly by employees. Reviews police reports, patrol reports and ongoing investigations to ensure complete, concise, and factual-information reporting. Makes available written instructions, reference materials and supplies. Reviews and recommends standard operating procedures or changes to current standard operating procedures. Provides on the job training and acts as a field training officer to new employees. Answers questions of other employees on procedures, policies, directives,etc. Obtains needed information or decisions from supervisor on problems that come up. Checks on work in progress and reviews completed work to ensure that the supervisor's instruction and deadlines have been met. Amends or rejects work not meeting established standards. Approves leave for a few hours or for emergencies. Provides input on performance rating and any disciplinary action (to include removal) of PS employees. Informs employees of available services and employee activities. Resolves simple, informal complaints of employees and refers others to the supervisor.Supports the goals of equal employment opportunity. Conducts investigations with a nexus to VA, prisoner transport, patient search and recovery, life-saving efforts, disaster response and recovery, asset protection during transit, training, and other matters. Receives and reviews reports from staff making revisions as needed before forwarding to the supervisor for final review. Prepares and maintains reports and records. Identifies and preserves evidence, writes comprehensive incident reports, prepares case files, and testifies in court as it pertains to enforcing laws and regulations. Other duties as assigned.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/23/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-8 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-7, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience as a full performance level or Lead Police Officer; ensuring that procedures are conducted in accordance with laws and regulations; provides leadership and direction to other officers; Explains police operations to peers; Assists with resolving problems; Directs collection, preparation, and handling of evidence and personal property; etc..

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work requires, on a regular and recurring basis, considerable and strenuous physical and mental exertion such as running, frequent climbing of multiple flights of stairs, and carrying items weighing over 50 pounds. It requires stamina, physical agility, dexterity, and the strength to pursue, apprehend or detain persons who are often uncooperative, assaultive, and/or armed.
