Duties

Budget and Financial Management: Responsible for keeping the park's revenues and spending in balance through sound advice and supervision of the staff of the Administrative division. Human Resources Management: Serves as the primary liaison with the regional human resources office, coordinating the identification and communication of needs and receipt of HR services from the servicing human resources office. Assures that the Superintendent and Park Supervisors receive sound advice and guidance on position management through collaboration with regional HR Specialists. Acquisition and Property Management: Responsible for acquiring all goods and services the park requires to accomplish its mission and programs. Oversees the work of employees in charge of property management and control systems of the park. Serves as a member of the management team and plans, analyzes, and monitors the formulations and development of programs, procedures, operating policies, internal controls and program goals. Concessions Management: Serves as the main point of contact for management of park concessions operations. Housing and Leasing Management: Manages a large housing program including 50 units and 10 RV pads. Administrative Services: Oversees the following additional functions: Payroll and Timekeeping; Bills of Collection; Third Party Drafts; Payment of Invoices; Internal Controls and Audits; Travel Services; Planning; Mail; Central Records Files; Agreements; and Information Management. Area Information: The duty location for this position is Mineral, CA a small mountain community that gets an average snowfall of over 12 feet per year. The towns of Red Bluff and Chester are the nearest communities with amenities and additional housing options. The city of Redding has entertainment venues, shopping, hospitals, and a regional airport with direct flights to LA, Seattle, and San Francisco. This area of California has many options for the outdoor enthusiast including world-class fishing, hiking, boating, and various winter sports.

Qualifications

All qualifications must be met by the closing date of this announcement-10/29/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: providing a wide variety of administrative and business services to enable efficient operation of a park or program office; providing supervision and direction to an administrative staff in support of a park or program office; advising on business management processes including budget and financial management; coordinates the procurement and property management, information technology and human resources needs and requirements for a park or program area; and developing and formulating alternative solutions to complex administrative matters. You must include hours per week worked on your resume. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies. Federal employees seeking CTAP/ICTAP eligibility must submit proof that they meet the requirements of 5 CFR 330.605(2) for CTAP and 5 CFR 330.704 for ICTAP.
