The Office of the Director of National Intelligence (ODNI) Directorate for Mission Integration (MI) creates a consistent and holistic view of intelligence from collection to analysis and serves as the Director of National Intelligence's (DNI) principal advisor on all aspects of intelligence. MI integrates mission capabilities, informs enterprise resource and policy decisions, and ensures the delivery of timely, objective, accurate, and relevant intelligence.
Duties
Major Duties and Responsibilities:
The National Intelligence Council (NIC) consists of the most senior intelligence analysts supporting the Director of National Intelligence (DNI) in carrying out responsibilities as the head of the Intelligence Community (IC) and as the principal adviser to the President for intelligence matters related to national security. The NIC produces a variety of all-source, IC coordinated intelligence reports, including its flagship product, the National Intelligence Estimate, which represents the Intelligence Community's most authoritative statement on a key national security issue.
Support the National Intelligence Officer in his role as principal advisor to the DNI on global science and technology issues.
Provide expert assessments on collection and analysis regarding global science and technology issues such as trends in artificial intelligence, quantum, microelectronics, advanced energy, or biotechnology, particularly emerging technologies and technology acquisition; prepare and coordinate background papers and briefing books for the DNI, the Principal Deputy Director of National Intelligence (PDDNI), Deputy Director of National Intelligence for Intelligence.
Intelligence (ODNI) senior leaders' participation in the National Security Council Principals and Deputies Committees, Cabinet meetings, Congressional testimonies, and Interagency Policy Committee meetings.
Lead the IC's production and coordination of strategic analysis, to include the preparation of National Intelligence Estimates, Intelligence Community Assessments, and other NIC products, on issues of importance to United States interests in global science and technology with particular focus on emerging technologies; make effective use of IC resources in analysis of global science and technology issues.
Collaborate with the Science and Technology Intelligence Leadership Council, the Scientific & Technical Intelligence Committee (STIC), other Community entities (e.g. ODNI/Acquisition and Technology), to promote the NIO intelligence strategy.
Develop and sustain a professional network with IC analysts, analytic managers, and collection managers on emerging technologies, foreign technology acquisition, and community management and outreach issues.
Brief senior IC members, policymakers, military decision makers, members of Congress, and other major stakeholders as necessary on global science and technology issues.
Review and analyze research and production plans on emerging technologies, technology acquisition, and community management and outreach issues of the Community's analytic components, identify redundancies and gaps, direct strategies to mitigate these gaps, and advise the NIM and NIO on shortfalls in analytic capabilities across the IC.
Review briefings and written products on behalf of the NIO, as necessary, ensuring that all products meet DNI tradecraft standards.
Meet all deadlines, fulfill all mandatory annual training and reporting requirements, and through your words and deeds demonstrate adherence to diversity and inclusion.
Establish and foster liaison relationships with academia, the business community, and other non-government subject matter experts to ensure the IC has a comprehensive understanding of emerging technologies.
Develop the substantive analytic and management skills of subordinate employees and supervisors, and contribute to the broader corporate mission of the organization.
Represent the NIO/ in his/her absence at internal and external fora.
Qualifications
Mandatory Requirements:
Expert knowledge of emerging technologies, technology acquisitions, and S&T community management and outreach issues, the related IC analytic community and collection issues sufficient to lead the IC's analytic production and identify collection requirements and gaps.
Excellent interpersonal, organizational, and management skills to conceptualize and effectively lead complex analytic projects with limited supervision, ability to work with and represent the Community when analytic views differ among agencies, and ability to work effectively independently and in a team or collaborative environment
Excellent communications skills, including ability to communicate effectively with people at all levels of leadership and all levels of expertise on science and technology issues, ability to give effective oral presentations, and to otherwise represent the NIC in interagency meetings.
Superior critical thinking skills and reasoning skills and the ability to prepare finished intelligence assessments and other written products with emphasis on appropriate use of structured analytic techniques, clear organization, and concise, logical presentation.
Extensive knowledge of and ability to apply analytic, diagnostic, and qualitative techniques sufficient to produce authoritative finished intelligence products, and the ability to employ new methodological approaches to analyze information.
Expert knowledge of IC policy and procedures as well as an expert ability to maintain and develop contacts within ODNI and the intelligence and policy communities for purposes of exchanging information.
Generally, eight or more years of related work experience.
Desired Requirements:
Master's degree in science, engineering, mathematics, security studies, international relations, or a related field.
Expertise in fields relating to artificial intelligence, quantum, microelectronics, advanced energy, or biotechnology, and knowledge of broader techno-economic global trends.
