This position is located in the Licensing Examining Unit, Financial Management Division, Ofc, Assistant Register & Dir Operations, Copyright Office. The position description number for this position is 241655. The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area. The incumbent of this position will work a compflex; or flextime; or maxiflex work schedule. This is a supervisory, non-bargaining unit position.  

Duties

The Licensing Section of the Copyright Office administers the compulsory licenses in the Copyright Act (Title 17 of the United States Code). Statutory Licenses administered include, but are not limited to:  Statutory license for secondary transmissions by cable systems (section 111); Compulsory license for making and distributing phonorecords (section 115); Statutory license for secondary transmissions by satellite carriers for private home or commercial viewing (section 119); and, Statutory license for distributing digital audio recording equipment and media (Chapter 10); Statutory license for secondary transmissions of local television programming by satellite carriers (section 122).

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision. Ability to supervise and/or lead and develop a diverse workforce.** Ability to analyze organizational and operational problems and develop solutions.** Ability to communicate and interact with others.** Knowledge of copyright laws, regulations, policies, procedures, and practices. Ability to communicate in writing. Ability to communicate effectively other than in writing.
