This position is located at the National Soil Survey Center (NSSC), Soil and Plant Science Division (SPSD), Soil Survey and Resource Assessment (SSRA) Deputy area.
The incumbent serves as National Leader for Soil Business Systems. The incumbent manages all business functions for the SSD
and serves as the Soil Business Area Analysis Group (SBAAG) Lead.
Duties
Responsible for the reinvigorating, leading, managing, guiding, and directing all activities for SPSD Soil Business Area Analysis Group.
Analyzes processes and policies and systems to facilitate and implement ways to eliminate or reduce significant bottlenecks and barriers.
Sets national priorities for soil office business hardware, software, and database development.
Responsible for developing applications for public access of soil survey data.
Plans and directs program and budget, resource, integration, management analysis, workforce, and equipment documentation.
Direct and evaluates work of professional, technical, and clerical employees.
Provides advice, counsel, and/or instructions to employees on both technical and administrative matters.
Coordinates the resource management functions to provide integrated agency wide management and analysis.
Provides authoritative technical information on any and all aspects of the program provides leadership in the development of innovative applications of geospatial tools.
Works with managers and technical staff at all levels.
Serves as the Contracting Officer’s Representative (COR) for any and all associated agreements and contracts.
Position has a Confidential Financial Disclosure (Form OGE-450) requirement. If selected, you will be required to submit Form OGE-450 within 30 days of your initial appointment date, and annually thereafter.
Requirements
- You must be a US Citizen or US National.

- Successful completion of one-year probationary period, unless previously served.
- Subject to one-year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.
To qualify for the GS-15 level, you must possess at least one year of specialized experience equivalent to the GS-14
level or higher in Federal service, or comparable experience not gained through Federal service. specialized experience is defined as: Providing leadership, coordination, administration, and direction in the development and implementation of complex initiatives and programs.
To qualify for the GS-14 level, you must possess at least one year of specialized experience equivalent to the GS-13 level or
higher in Federal service, or comparable experience not gained through Federal service. specialized experience is defined as: Demonstrates the ability to plan, direct, coordinate, and supervise the work activities of a staff of professional, administrative, and support personnel.
