This position is located in Death Valley National Park, in the Maintenance Division and is permanent full-time.
This position could either be filled in Death Valley, California or Pahrump, Nevada. There is only one position to be filled and can either be filled at the GS-9 or GS-11 at one of the locations.
Duties
The salary range for location in Death Valley, CA for GS-9 - $59,966 - $77,955 - GS-11 - $72,553 - $94,317
The salary range for location in Pahrump, Nevada for GS-9 - $61,203 - $79,564 GS-11 - $74,050 - $96,263
Duties will be developmental in nature when filled below the full performance level.
Operates/oversees the operation of the FMSS system including, but not limited to asset identification and inventory including attached equipment/features, condition assessment, cost estimating, work order generation, and life cycle information.
Assists in determining Asset Priority Index (API) ratings for all assets. Calculates and updates asset Current Replacement Value (CRV) using NPS-developed standardized methodology, working with cultural resource staff to determine heritage and unique CRV values.
Manages the annual review, closeout, and setup of routine maintenance work orders for inclusion in the operational budget.
Evaluates planned and actual costs of routine work orders and updates them as required. Reviews reports to prioritize asset needs and communicates project requirements to the facility manager.
Collaborates with park staff in developing facility projects in the Project Management Information System (PMIS). Coordinates FMSS work orders and estimates for park-funded projects such as Cyclic, Recreation Fee, Repair/Rehabilitation, Housing, Concessions, Environmental Management, Transportation, and Line Item Construction.
Ensures accurate and timely records are entered into FMSS databases by park staff. Develops business practices for entering required information to ensure accurate FMSS data reporting.
Randomly selects and reviews work requests, work reports, and other information entered into the FMSS system for accuracy. Establishes a Quality Assurance/Quality Control program for FMSS to review, validate, and correct data.
Provides support and guidance on all practical and technical aspects of FMSS database software used to track facility management functions. Implements, operates, and maintains the database to achieve park, regional, and departmental goals of reporting accurate and pertinent information regarding park maintenance and construction expenditures and needs.
May serve as the Contracting Officer's Representative (COR) on contracts.
Qualifications

To qualify for this position at the GS-09 grade level, you must possess of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: participating in determining the condition of park assets, including annual/comprehensive/parametric assessments, lifecycle assessments, and daily work findings using established guidelines,; preparing statements of work for park projects; serving as a Contracting Officer's Technical Representative (COTR); observing contractor progress and quality of work to ensure contract specifications are met; using database management programs in order to maintain data and synthesize information into graphic and other report formats; preparing and presenting reports to management from software programs for park operational, fiscal, and planning purposes; and working with park staff in developing park facility projects. . You must include hours per week worked.

EDUCATION: Successful completion of at least a master's or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to such a degree in engineering, industrial arts, property management, information management, business administration or another field of study directly related to the duties of this position. Successful completion of a combination of education and experience as described above. I possess six months of specialized experience (50% of the experience requirement), and 27 semester hours or 41 quarter hours of directly related graduate level education in an accredited educational institution (50% of the qualifying education).
