This position is located within the Office of Executive Director, Education and Learning Resources of the of the Eastern Oklahoma VA Health Care System (EOVAHCS). EOVAHCS is a Joint Commission accredited system within the Veterans Health Administration (VHA) and the Veterans Integrated Service Network 19 (VISN 19). EOVAHCS is a Joint Commission accredited Level 1C complexity system that consists of 61-bed hospital located in Muskogee, OK as well as six community-based outpatient clinics.

Duties

Major Duties include but not limited to: Maintain positive relationships with academic affiliates which provide a pipeline of talent throughout EOVAHCS, have an in-depth understanding of existing partnerships with academic affiliates, and explore new partnerships that helps advance the healthcare system in meeting its mission. Establishes policies, procedures and objectives for the Education department as a whole. Maintains relevancy with current and trending educational opportunities within the healthcare industry, and uses historical, current and emerging organization priorities to forecast, plan, and guide day-to-day education activities. Monitor the learning needs of the entire medical center workforce and is responsible for developing multidisciplinary programs and learning aids to meet those needs. Initiates recruitment actions and interviews and selects new hires. Finds and implements ways to eliminate or reduce significant bottlenecks and barriers to production, promote team building, and improve business practices. Proficient with Microsoft Word, Office and Teams, and PowerPoint to develop presentations. An advanced level of computer skills to interface with dashboards and reports that are service specific and to make these understandable to all employees. Knowledge of major programs and processes that are utilized by Education and Learning Service, such as e organizational development principles and practices, training systems, resource management planning, programming, Budgeting and Execution System elements, and the Training Requirements Analysis System. Analyses and interprets complex data from a variety of sources including program performance metrics, learner feedback, regulatory requirements and best practices in education. Highly professional demeanor and effective communication skills to collaborate, exchange information, and achieve education program objectives. Work closely with all members of the Executive Leadership Team and maintains ongoing communication with Service Chiefs and Managers in the researching, sharing, and communication of Education formation. Maintains relationships with officials at all levels within other units or organizations, advises management officials of higher rank on the direction of a program or major program segment with significant resources; makes decisions on work problems presented by subordinate supervisors, team leaders, or similar personnel, or by contractors. Formulates strategic plans, develops curricula, sets educational standards, and designs innovative training and development programs that cater to the diverse learning population. Work Schedule: Full Time, Monday-Friday 8:00 AM- 4:30 PM Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/24/2024. This Position has an Individual Occupational Requirement that must be met: Basic Requirements: Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. OR Combination of Education and Experience: courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in 1 above. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Thorough knowledge of EOVAHCS and VISN policies, principles, regulations, organizations, goals, objectives, and procedures. 2) Extensive knowledge of educational theory and principles, methods, practices, and techniques of instructional systems with emphasis on course design and development. 3) Comprehensive knowledge of managing education programs including strategic education planning, education program evaluation, and resource allocation. 4) Knowledge of management and budgeting methods, practices, policies, and procedures. 5) In-depth knowledge of healthcare and Network organizational structures, policies, and program goals to direct learning projects that will lead toward achievement of the network's mission and vision. 6) Ability to organize and develop techniques to measure overall program efficiency and effectiveness of educational interventions and programs. 7) Proficiency in Microsoft Word, Office and Teams, and PowerPoint to develop presentations. An advanced level of computer skills may be needed to interface with dashboards and reports that are developed by VACO/VISN, and to make these understandable to all employees. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 13 position you must have served 52 weeks at the GS 12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Physical Requirements: No special physical demands such as above average ability, dexterity, or strength is required to perform the work.
