This position is in the Facilities Operations Team of the Support Services Division (SSD) at the Department of Veterans Affairs Regional Office, Montgomery, Alabama. The incumbent is responsible to the Administrative Officer. The incumbent assists in the management of the Regional Office building, Files Administration building, parking lots and grounds.
Duties
Duties:
Perform in-house repairs on areas that include but not limited to all aspects of electrical, plumbing, and carpentry.
Formulate policy, establishment of procedures and development of controls to ensure these assets are protected and available. Analyze facility operations to identify inefficiencies and areas/services at risk to unexpected interruption due to operational vulnerabilities.
Research building related problems, develop plans for, solutions, and to coordinate with a variety of staff sections and personnel to implements these solutions.
Analyze and assess the emergency, contacting appropriate contract or vendor personnel for emergency service, overseeing any work performed, and notifying management of any potential or actual after-hours damage to the facility or of any problems serious enough to warrant notification of higher VA authority.
Practice appropriate inter-personal communication presenting recommendations and negotiating solutions to disputed recommendations.
Monitor Life Safety Code, National Electrical Code, National Elevator Codes, and VA regulations and directives relating to safety issues to ensure continuous compliance.
Apply principles and concepts to all types and complexity of equipment operation, control, and repair difficulties.
Develop creative and unique solutions to facility related emergency issues. These solutions must be efficient, effective, timely, and cost containing so the facility assets are protected, and the facility remains open for use by tenant organizations

Time-In-Grade Requirement:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-10 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
Provide a copy of your current or most recent SF-50, "Notification of Personnel Action" to indicate your current federal status.
You must also submit additional SF-50(s) to clearly demonstrate one year time-in-grade as required in the announcement. If the most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate that you possess one year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience:
Applicants must have one (1) year of Specialized Experience equivalent to at least the next lower grade level (GS- 9) that:
Demonstrated knowledge of the methods and procedures for providing or performing a variety of functions and services applicable to the position to be filled;
Ability to plan, organize, and control work involving diverse activities;
Ability to gain cooperation and coordinate the work of others;
And skilled in oral and written communications.
OR
Education Substitution:
Education substitution of a PhD. or equivalent doctoral degree or three full years of progressively higher-level graduate education leading to such a degree in public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position which demonstrates the knowledge, skills, and abilities necessary to do the work (submit your transcripts).

Equivalent combinations of Specialized Experience and Graduate Education:
Equivalent combinations of Specialized Experience and more than two years, but less than three years of education, as described above. To compute the percentage, divide your total months of qualifying experience by 12.Then divide your semester hours of graduate education beyond two years by18.Add the two percentages. The total percentage must equal at least 100percent to qualify.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work normally involves mental rather than physical exertion. The work is mostly sedentary. However, there may be some walking, standing, and carrying of light items such as papers, books, claims folders, and files from one desk to another or for returning to storage. Carts are utilized to carry large number of claims folders. This will require the incumbent to push or pull the cart from one area to another.
