This position includes oversight of the Specialty Clinics at the Wilkes-Barre Veterans Administration Medical Center, responsible for assuring accurate appointment management and the coordination of all administrative information between the professional staff and the patient.
Duties
Duties include but are not limited to:
Plans and directs programs at the Medical Center Specialty Clinics
Assigns and evaluates the work of subordinate staff
Resolves complex problems to ensure patient services are met
Evaluates new products, equipment and systems in order to make recommendations for improved operations
Identifies educational or training needs
Makes final decisions on selections
Evaluates performance, and takes disciplinary action when necessary
Has full administrative and professional responsibility for planning and directing the MSA's activities
Work Schedule: Monday through Friday, 8:00 a.m. - 4:30 p.m.Financial Disclosure Report: Not requiredIF NECESSARY, THE SELECTEE WILL HAVE TO SUCCESSFULLY COMPLETE A ONE-YEAR SUPERVISORY/PROBATIONARY PERIOD.
Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Creditable Experience: Knowledge of current MSA practices. To be creditable, the experience must have demonstrated the knowledge, skills, and abilities (KSAs) associated with current MSA responsibilities. Experience satisfying this requirement may be paid/non-paid employment as a MSA.
Experience: One year of experience equivalent to the [GS-7] grade level leading or supervising MSAs or equivalent administrative patient support staff in a non-VA medical inpatient, outpatient, or interdisciplinary setting. For assignment at the GS-8 level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety and must demonstrate the KSAs below:
1. Ability to provide the full range of administrative and supervisory duties to at least one subordinate MSA Supervisory or team leader in a patient support setting, which includes assignment of work, performance evaluations, selection of staff, and recommendation of awards and/or advancements.
2. Ability to collaborate, communicate, and demonstrate customer service and interpersonal skills with internal and external customers to ensure quality/continuity of care and ensure compliance with established policies and regulations.
3. Ability to provide briefing, orientations, staff development, and training (in a patient support setting).
4. Ability to manage fiscal matters, forecast resource and equipment needs, and identify budget needs.
5. Advanced knowledge of managing or leading patient support staff in a clinic. This includes independently utilizing reference sources, decision making, and empowering the team to collaborate and resolve problems within a complex systems environment.

The full performance level of this vacancy is GS-8.. The actual grade at which an applicant may be selected for this vacancy is the GS-8.
Physical Requirements: Physical Requirements: Work requires some physical effort such as standing, walking, bending, filing and the lifting and/or carrying of light items such as files and office supplies. Typically the employee sits comfortably to do work. The employee is required to answer numerous personal/telephonic inquiries and must have adequate eyesight and hand dexterity to allow for reading and operating a computer.
There are no education substitutions for specialized experience.
