Duties
This position requires military membership in the Puerto Rico Army National Guard (PRARNG).

Requirements

- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
- Selectee will be required to wear the military uniform.
- Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
- Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
- Males born after 31 December 1959 must be registered for Selective Service.

- Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for the position.

- Must possess a valid PR State driver’s license to operate government motor vehicle in accordance with Service specific Vehicle Operations Directives.
- Must be able to obtain and maintain the appropriate SECRET security clearance for the position.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
Qualifications
IMPORTANT INFORMATION:
This position requires military membership in the Puerto Rico Army National Guard (PRARNG). If you are not a military member of the PRARNG (i.e., Airman, civilian, active-duty Soldier, prior service, guard member from another state, reservist, IRR, State Guard, etc.), you must contact the Recruiting and Retention (R&R) Office at (787) 289-1400 extension 2015 or 2008 and request the PRARNG Military Basic Requirements (MBR) Certification. If the MBR certification is not submitted, or you do not meet the requirements to be a member of the PRARNG, your application will not be screened.
AREA OF CONSIDERATION:
HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements.
Area 1 = All permanent Technician Warrant Officers and Enlisted employee's members (NG T32/NG T5) within Puerto Rico Army National Guard.
Area 2 = All indefinite Technician Warrant Officers and Enlisted employee's members (NG T32/NG T5) within Puerto Rico Army National Guard.
Area 3 = Warrant Officers and Enlisted currently serving members of the Puerto Rico Army National Guard.
Area 4 = Warrant Officers and Enlisted Prior (former) members of the Puerto Rico Army National Guard.
Area 6 = Applicants who meet all requirements to become Warrant Officers and Enlisted members of the Puerto Rico Army National Guard. (If the MBR certification is not submitted, your application will not be screened).
First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates).
To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor.

DUTIES:
As a SUPPLY TECHNICIAN (D1600000), GS-2005-7, you will monitor and maintain accountability of all accountable property equipment and components within the organization.
PHYSICAL DEMANDS:
The work requires some physical exertion such as long periods of standing, walking; recurring bending, crouching, stooping, stretching, reaching; or similar activities. This level of physical demands occurs, for example, when employees are regularly assigned to activities such as tracing misplaced items or conducting physical inventories in varying storage locations or when they are regularly involved in stocking and retrieving items from shelves and cabinets.
WORKING ENVIRONMENT:
Typical work is performed indoors in an environment involving everyday risks. The area is adequately lighted, heated/cooled, and ventilated.

QUALIFICATIONS:

GENERAL EXPERIENCE:
Experience, education, or training in a variety of operations or situations concerned with substance or content of supply actions, requiring ability to decide course of action to take, considering the circumstances or conditions encountered. Knowledge of basic or commonly applied rules, procedures, or operations such as, filling out, posting, filing, controlling, or coding documents and/or transactions. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE:
Applicant must possess at least ONE (1) year at the next lower-level grade GS-06 or the equivalent TWELVE (12) months of specialized experience performing or supervising duties such as maintaining an accurate automated accounting and reporting system; monitoring and accounting for on-hand assets and recommends actions; participating in segments of management studies on the distribution of equipment assets and making recommendations based on analysis; monitoring and participating in the redistribution of equipment by recommending transfer and turn-in of items as appropriate; recommending lateral transfer of equipment; conducting accountable property reconciliation; instructing organization personnel on proper ordering and turn-in procedures; maintaining the logistical file to support accountable property reconciliation; preparing procedures and conducting annual inventories; participating in inventory processes, conducting investigations; determining causes of inventory discrepancies; resolve inventory problems within responsible area; recommending changes to regulations, standard operating procedures and local policies pertaining to the accountable property and related areas; processing all requests for equipment loan(s) to and from organizations and activities external to the immediate organization; ensuring production support for items requiring special handling; arranging service under warranty or maintenance contract; determining stock replenishment for supplies and other material within funding limitations; collecting and processing hazardous materials in accordance with applicable regulations and local standard operating procedures as needed.
Education
SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
Completion of 2 academic years of education in an accredited college or university will satisfy the requirements (30 semester hours or 20 classroom hours of instruction per week) for 3 months of specialized experience. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. Courses must be directly related to the work of the position.
Copy of official/student transcripts showing conferred Degree must be included in order to receive credit for education.
