About the Position: Resource Manager for a large water resource development project, which has substantial and recurring natural resources management activities and heavy recreation attendance. Duties

Develop and implement a variety of complex and sometimes controversial natural resources management and protection programs. Exercise a thorough knowledge of natural resources management laws and regulations as well as a thorough knowledge of the effects of different management practices upon fish and wildlife populations. Approve/disapprove the availability of project lands and waters for permits, leases, licenses or other out grants for activities such as private boat docks, commercial marinas, group camps, state parks or wildlife management areas. Coordinate and manage operation and maintenance of recreation facilities, including campgrounds, picnic areas, boat launching ramps, marinas, historical sites, overlooks, and visitor/information centers. Develop, implement and administer working agreements with cooperating associations, Challenge Partnership associates, and individual donors. Plan and assign work to subordinates outlining scope of work, deadlines to be met, and proper approach to complex features. Establish and enforce a safety program for the lake.

  • Operates a motor vehicle and a motorboat in performing these duties.

Basic Requirement for Natural Resources Program Manager: Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: To Qualify at the GS-12 Level: Specialized Experience:One year of specialized experience which includes experience leading others in natural resources projects, evaluating a variety of natural resources programs, preparing budgets, conducting public meetings concerning natural resources programs, issuing permits and real estate out grants for a variety of land use and recreational activities, and developing status reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
