Performs various tasks in connection with preventive maintenance, troubleshooting, repair, fabrication, installation, modification and operation of new and existing HVAC systems at agency facilities.

Duties
Must be able to perform USRO work without more than normal supervision.
Operates, fabricates, installs, calibrates, maintains, troubleshoots, repairs and modifies unique and/or specialized electronic microprocessor based and/or Integrated Electronic Pneumatic controlled variable air volume HVAC equipment.
Equipment worked on may include boiler equipment, high- and low-pressure steam systems, water treatment, building automation systems and pneumatic systems.
Performs all aspects of refrigeration and air conditioning work in compliance with Stratospheric Ozone Protection, Section 608 of the Clean Air Act, enforced by the Environmental Protection Agency (EPA).
Operates Laser Alignment System; maintains motors and pump; monitors and adjusts boiler plant Supervisory Control and Data Acquisition System; installs, replaces and repairs high temperature, high-pressure steam heating and processing systems.
Performs preventive maintenance on various mechanical systems; performs repairs on electrical components and devices in boiler and chiller plants and troubleshoots operational issues pertaining to steam boiler system and ancillary equipment.
Monitors and adjusts Building Automation Systems (BAS); operates and maintains cooling towers and dry coolers, boilers, unfired pressure vessels and condensate return systems and maintains emergency fire pumps for the sprinkler systems.
Operates, maintains and installs various parts of HVAC systems such as variable air volume systems, air handler units, blower coil units, fan coil units, fan-powered boxes, split systems, mixing boxes and CRAC units.
Operates, calibrates, maintains, troubleshoots and repairs existing air conditioning and refrigeration equipment, including the annual dismantling, cleaning and assembly.
Provides technical assistance and support to operate the building HVAC system in an emergency; receives work assignments through the Information Work Management System (IWMS) and Supervisor or Work Leader.
Responds to customer requests related to HVAC, temperature and humidity factors and makes required adjustments.

Qualifications
USROs in this position perform various tasks in connection with the preventive maintenance, troubleshooting, repair, fabrication, installation, modification and operation of new and existing Heating, Ventilation and Air Conditioning systems (HVAC) at agency facilities.
Work may include boiler equipment, high- and low-pressure steam systems, water treatment, building automation systems and pneumatic systems. Work is performed at the journeyman level under the direction of higher-graded USROs at the agency facilities.
To qualify for this WG-10 USRO position your resume must demonstrate
(1). the Screen Out AND
(2) the six individual Job Elements
ADDITIONALLY, you must have or be able to obtain EPA Universal Chlorofluorocarbons (CFC) certification.
(1) SCREEN OUT - ABILITY TO DO USRO WORK WITHOUT MORE THAN NORMAL SUPERVISION
REQUIREMENT: USROs in this position performvarious tasks to operate, install, maintain, troubleshoot, repair and modify HVAC systems for federal buildings or facilities without more than normal supervision.
You must demonstrate fundamental knowledge of the operation of HVAC systems and ability to perform typical utility systems work.
At a minimum, your work must not require more than regular spot checks or guidance during progress and upon completion.

-- ability to use USRO measuring instruments to perform routine assessments

CONDITIONS OF POSITION:
Due to the nature of work in this position, the following conditions are essential for successful performance and you must fully comply with these conditions to meet performance requirements.
Successful performance of work in this position and adherence to these conditions will be assessed during the 1-year probationary period that may be served by new appointees (e.g., new to SSA and/or new to this series).
(1) This is an emergency/mission-critical position. USROs in this position will be assigned to a predetermined fixed shift.
(2) You may be required to report to or remain at a duty station to perform critical services when employees are generally excused for all or part of a workday in emergency conditions.
(3) You may be required to report during irregular hours and travel in hazardous weather conditions
(4) You may be required to support other agency buildings to provide critical services to sustain the operational needs of agency buildings.
(5) You may be subject to considerable physical exertion that includes prolonged standing, stooping, bending, kneeling, climbing up and down ladders and scaffolding, and working in cramped and awkward positions, reaching, lifting and bending when using hand and power tools.
(6) You may need to lift items weighing over 50 pounds. Assistance is usually available for handling heavier materials and equipment.
(7) Heavy exertion is required at frequent intervals. You must have physical capacities for working outside in excessive heat, excessive noise, confined areas, inclement weather and on slippery or uneven surfaces that can be found at or in transit to and from worksites.
(6) You may be required to perform work inside and outside in a variety of weather conditions.
(7) You may be assigned to work in areas where certain potentially harmful physical and chemical agents are present, including but are not limited to: moving equipment, energized electric circuits, sharp metal edges, toxic fumes, extreme temperatures from steam and boiler rooms, dust, noise, heat and chemicals.
(8) You will be required to wear safety shoes, glasses, goggles, gloves, etc. You may be required to wear a respirator and may be required to shave to ensure proper fit.
(9) You may be required to wear a uniform while on duty.
(10) Telework and Alternate Work Schedules are not authorized for this position; position is not authorized to be filled by outstationing.
(11) You must have or be able to obtain EPA Universal Chlorofluorocarbon (CFC) certification.
