Duties

Provide specialized guidance and advice in the development, management and implementation of fire business issues related to fire suppression, preparedness, detection, and fuels management. Monitor the application and use of fire management agreements and contracts to ensure effectiveness and conformity with established standards. Develop and negotiate cooperative fire management agreements. Serve as consultant and authoritative expert on fire business activities, applying technical knowledge of fire suppression equipment, aircraft acquisition, dispatch procedures, data collection to achieve fire management objectives. Develop, monitor, and evaluate the state’s Fire Management Program fiscal submissions including budgetary, fire severity and Annual Work Plan submissions for all fire management activities. Perform analytical and advisory functions to support the management of fire and aviation program budgets, identify and investigate problems, compile reports, conduct analyses, recommend solutions and develop statewide guidance.

Qualifications

For GS-11: You must have 1 year of specialized experience at or equivalent to the GS-09 grade level in the Federal Service that is equivalent in difficulty and complexity as indicated by the following examples. Examples of qualifying specialized experience include - analyze the results of incident business operations such as: rental and use of equipment; compensation for injury; tort claims; cooperative agreements; leases; property management; commissary operations; procurement; payments; and personnel timekeeping. -OR- Education: Have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education in the area of management or business administration leading to such a degree in management, business administration or similar major. -OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. For GS-12: You must have 1 year of specialized experience at or equivalent to the GS-11 grade level in the Federal Service that is equivalent in difficulty and complexity as indicated by the following examples. Examples of qualifying specialized experience include - analyze the results of incident business operations such as: rental and use of equipment; compensation for injury; tort claims; cooperative agreements; leases; property management; commissary operations; procurement; payments; and personnel timekeeping AND provide guidance and coordination on business practices and prepare reports with recommendations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: Work outside the office requires travel to various locations throughout the United States under a variety of climate conditions and elevations. Work Environment: Some work is in an outdoor environment and may involve exposure to a variety of climate conditions and elevations. Fire management work involves exposure to smoke and intense heat.
