Duties
The VA Midwest Health Care Network advocates for a Whole Health System of care in each of the Medical Centers. This is an approach to healthcare that empowers and equips people to take charge of their health and well-being and live their lives to the fullest. Major Duties and Responsibilities
The incumbent serves a first level supervisor over the Biomedical Instrumentation Service (BIS) technical staff with direct overall responsibility for the daily operations including all matters relating to medical equipment repair services and other health care technology management activities.
As an Supervisory Biomedical Engineer (Clinical) for the Minneapolis VA Medical Center (MVAHCS), the incumbent also provides professional engineering support to a complex, highly technical, and service oriented Biomedical Engineering Program.
The Biomedical Program includes medical technology assessment, strategic planning, acquisition support, implementation, coordination, equipment management, and ongoing maintenance support.
The incumbent supports the medical center mission and Biomedical Instrumentation Department goals while operating in accordance with medical center policies, Biomedical Department policies, and standards of professional service.
A professional consultant and advisor on healthcare technology matters to MVAMC management, facility staff, and facility service line and department directors.
Consults with and provides guidance to technical staff in the Biomedical Instrumentation Department.
The Biomedical Engineer works in conjunction with the Director of the Biomedical Instrumentation Department and the VISN office on matters pertaining to Biomedical Engineering program operations and effective delivery of services.
The Supervisory Biomedical Engineer advises the Clinical Department Directors and management staff in the maters of high-cost and high-volume medical technologies, including a wide array of general and specialized biomedical technologies and related technology issues.
The Supervisory Biomedical Engineer is responsible for keeping emerging technology awareness and long- term technology viability at the forefront of clinical stakeholder consideration when planning the future care direction of the medical institution.
Supervisory Biomedical Engineer is responsible for keeping current with all procurement documentation requirements, and serves as an institutional expert for consultation with local MNVAHCS and VISN 23 Biomedical staff.
Supervisory Biomedical Engineer also serves as a backup and higher-level support, if needed, for the Biomedical Equipment Support Specialists - Information Systems.

Qualifications
Basic Requirements:
(a) United States Citizenship. Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
(b) Education and/or Experience. The individual must meet either item (1) or (2) below to meet this requirement:
Bachelor's Degree or Higher in Engineering. To be creditable, the curriculum must be from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET), as a professional engineering curriculum. Examples of acceptable engineering degrees include: Biomedical Engineering, Clinical Engineering, Bioengineering, Biomechanical Engineering, Electrical Engineering, Mechanical Engineering, and Biochemical Engineering. Titles may vary from educational institutions and change over time.

2. Certification as a Certified Clinical Engineer (CCE) and a bachelor's degree not listed in item 3.b. (1) above. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Creditable Professional Engineering Experience. To be creditable, experience must have been accomplished after receipt of the bachelor's degree, and/or CCE certification, and requires the possession and use of knowledge, skills, and abilities associated within the scope of the biomedical engineering profession. Additionally, the experience must have been attained in a healthcare setting for Biomedical Engineer (Clinical) positions and be directly applicable to the assignment.
Grade Determinations:
Supervisory Biomedical Engineer (Clinical), GS-13
Knowledge of the management of overall department resources, i.e., finances, space, equipment, supplies, and staffing at the local level.
Ability to draft and/or recommend local policies and/or directives related to healthcare technology management.
Ability to balance multiple responsibilities, set priorities, delegate tasks, meet multiple deadlines, analyze organizational problems, and develop and implement effective solutions.
Ability to analyze organizational and operational problems to develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the area of responsibility.
Skill in interpersonal relationships in leading and dealing with employees, team leaders, and managers, both within and outside the biomedical engineering program, to include conflict management, dispute resolution, mediation, or reasonable accommodations.
