This a National Guard Title 5 Excepted Service Position. This National Guard position is an Indefinite Reimbursable GS-0101-12 PSYCHOLOGICAL HEALTH PROGRAM MANAGER (TITLE 5), Position Description Number T0062P01 located with the MO Deputy State Surgeon Office. This is a non-bargaining position. SEE NOTES UNDER CONDITIONS OF EMPLOYMENT.

Duties

Establish and maintain an extensive array of resources, associations, and community partnerships. Participates in relevant committee meetings to provide input and obtain information related to psychological health issues. Represents the community outreach and prevention initiatives and programs professionally and appropriately. Conducts needs assessments, intake evaluations, and psycho-diagnostic assessments. Psychological health assessments and individual consultation to facilitate coordination of counseling, and other services promoting psychological health. Social assessments may include financial, adaptive, social functioning of family, social relationships and situations, and any other contributory information. Responsible for knowledge of state and professional licensing and ethical practice guidelines. Coordinates and implements prevention and community outreach and education programs. Develop, teach, and provide oversight for classes that promote education and skill building to enhance psychological and physical health. Responsible for marketing and serves as primary consultant and advisor on methods to successfully market the National Guard's Psychological Health Program. Establishes networking, advocacy, and collaboration processes to effectively market the National Guard to the community. Conducts social climate and marketing analyses. Facilitates the psychological health team, in developing an annual Marketing Plan and makes adjustment to the plan as circumstances dictate. Facilitates the psychological health team to develop and maintain the Marketing Plan in an effective manner. Participates as an active member with various teams and groups. Provides limited supervisory responsibility for subordinate members of the work center less than 25 percent of the time. Performs other duties as assigned.

Requirements

  • Completed National Agency Check (NAC) prior to position assignment.
  • This position is authorized to be filled if the reimbursable funds are available.
  • Employment can be terminated with a 30 day notice.
  • In the event a permanent (Tenure 1 or 2) employee is selected, and is willing to accept the indefinite appointment, that employee will relinquish permanent status.
  • United States Citizenship is required.
  • Federal employment suitability as determined by a background investigation.
  • Appointments of retired members of the Armed Forces as National Guard employees within 180 days of retirement requires a waiver approved by the Adjutant General of Missouri before an effective date can be established.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Acceptance of an Excepted Service position constitutes concurrence with these requirements as a condition of employment.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position.
  • The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.
  • Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.

Qualifications

GS-12 SPECIALIZED EXPERIENCE: Must possess at least one year of specialized experience at the GS-11 grade level or equivalent that provided the ability to analyze problems, identify significant factors, gather pertinent data and recognize solutions; prepare reports, plans, policies and various correspondence; evaluate objectives and develop plans to facilitate the availability and effective utilization of various social science resources and knowledge of the organization and its mission and utilized the organizational staff procedures. This specialized experience must also include the ability to apply analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions. Must have 24 months of experience in clinical counseling work assignments and a current, unrestricted state license to practice clinical counseling work independently. SPECIALIZED SUPERVISORY EXPERIENCE: Must possess experience managing the function of the work to be performed that includes the ability to lead, direct and assign work of personnel.

Education

Must possess a master's degree, or higher doctorate degree, in social work from a school accredited by the Council on Social Work Education.
