Duties

The Service Chief VA Community Care Services is the clinical and administrative coordinator for all aspects of Community Care includes policies and practice, budgetary and administrative oversight of compliance with VHA Directives. This position provides oversight for the local OCC Department to include administrative staff for review of eligibility, authorizations and scheduling etc., Registered Nurses (RN's) for care coordination and if applicable processes related to review and approval of Community Care consult requests (for justification and medical necessity), and/or denial of CC consults, unauthorized/Mil bill and traditional VA community care claims based on eligibility criteria. The Service Chief provides oversight for Traveling Vet (TVC) program staff and Transfer Coordinators. Responsibilities include planning, organizing, directing, controlling, and evaluating programs and outcomes; daily attention to complex personnel management problems; participation in executive level decision making deliberations and provision of guidance and direction for the development and implementation of established standards in the Community Care program and Mission Act. The position is assigned responsibility for providing comprehensive, high-quality, cost-effective healthcare services to patients who are rendered care through the local Office of Community Care (OCC). Notifications: This position is a Bargaining Unit position. Current and former Federal employees must submit copies of their most recent SF-50 (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held. This position is in the Excepted Service. The salary is based on the grade and step approved for the selected candidate. Work Schedule: Monday - Friday, 7:00am - 3:30pm Telework: Available, ad-hoc Virtual: This is not a virtual position. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Physician Assistant Basic Requirements Master's degree in any discipline or a bachelor's degree in any discipline with one year of experience as a Physician Assistant ~AND~ Successfully passed the PA National Certifying Exam (PANCE) (or are you in the process to taking the exam) ~AND~ Currently hold, or will hold, a full and unrestricted license to practice in a State, Territory, or Commonwealth of the United States or in the District of Columbia. United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy Grade Determinations: Physician Assistant-IV (PA-IV): Positions may include but are not limited to: Facility or Veterans Integrated Service Network (VISN) Lead PA, Facility PA Education Lead, PA Residency Program Director, or other Clinical and/or Administrative leadership assignments. (a) PA (Facility Lead). Facility lead PAs have a thorough understanding of the various functions involved in the care of patients, and the ability to interact effectively with different medical and surgical specialists, health care team members, and administrative staff. Facility lead PAs have the knowledge and expertise pertaining to PA employment, credentialing, clinical practice, and appropriate utilizations of PAs. A lead PA can monitor patient care operations, polices, and work performance of fellow PAs. i. Experience. PA facility leads require five years of experience, which includes progressively responsible leadership assignments, such as serving on any local committees, workgroups, or taskforces. The PA may exhibit knowledge of PA VHA employment and utilization of PAs through demonstrative actions as a facility point of contact (POC) for PA issues, policies, and directives. ii. Demonstrated Knowledge, Skills, and Abilities. PAs at this level are not required to meet each individual KSA listed below to qualify, but should be able to demonstrate, develop, or acquire those not met upon appointment for PA-IV: a. Ability to provide clinically and occupationally focused orientation to new PA appointees and mentoring other PA staff members. b. Knowledge of the FPPE and OPPE processes to evaluate and assess patient care services provided by PA staff. c. Knowledge of the educational needs of PAs. d. Ability to provide leadership and clinical oversight of PAs at the facility. e. Ability to exercise independent judgment, perform tasks involving special technical, supervisory, or administrative lines. f. Ability to communicate effectively with a diverse group of professional clinical staff. Preferred Experience: Direct Patient Care Clinical Care Experience within last 2 yrs. Leadership Experience Community Care Experience preferred but not necessary References: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-8 Physician Assistant Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: This work is mostly sedentary and requires some standing, bending and carrying light items. The incumbent must have the ability to stand and walk for prolonged periods of time to interact with the patients and other services.
