You will serve as a HUMAN RESOURCES SPECIALIST in the NAVAL SYSTEMS MANAGEMENT ACTIVITY.
This position is in the excepted service and does not confer competitive status.
Duties
You will advise management on examination and selection, qualifications disputes, priority placement, direct hire, pay setting, recruitment bonuses, and other related issues.
You will provide guidance on merit system principles, prohibited personnel practices, forecasted mission requirements, human capital losses, and changes in critical competencies.
You will analyze, interpret, and develop, and/or implement laws, regulations, policies, and/or guidance involving pay and leave administration.
You will process and instruct serviced customers on preparation and submission of documentation for personnel actions.
You will screen requests for personnel actions and related documents for completeness and accuracy, obtaining additional information as necessary.
You will ensure that all case files are complete, correct, and properly documented.
Requirements
- Must be a US Citizen.
- Must be determined suitable for federal employment.

- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience includes duties related to the following:
1) Interpreting and applying human resources staffing and recruitment principles.
2) Practicing laws and regulations in order to advise managers on recruitment and placement strategies.
3) Advising managers on compensation flexibilities to help recruit, manage, and retain employees.
4) Preparing vacancy announcements; reviewing resumes for qualifications; processing personnel actions; and utilizing automated HR systems.
