Duties
This Program Analyst position is located Security Operations, Surface Operations, Operations, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Knowledge of Federal laws, regulations, policies, and precedents sufficient to be an authority on assigned program area(s), and related activities and projects.
Advanced knowledge of TSA's mission, substantive programs and activities, and the interrelationships among programs.
Knowledge of management principles, organizational theory, and techniques of analysis and evaluation, along with advanced knowledge of administrative practices and procedures, to assess program development, execution, and overall management, and make recommendations to improve operational effectiveness and efficiency.
Knowledge of and skill in applying advanced analytical and evaluative methods, techniques, and procedures to design and conduct analytical studies and surveys to identify, analyze, and recommend solutions to problems and/or for improvement in program efficiency and effectiveness; ability to extract, compile and analyze complex data from multiple sources to prepare comprehensive data analyses and related reports.
Skill in using standard and specialized information management system(s), databases, and computer applications to support data collection, analysis, and reporting.
Skill in oral communications to deliver clear and convincing presentations to individuals or groups and facilitate an open exchange of ideas and communication.
Skill in written communications to develop presentations, create policy guidance and SOPs, and write materials for online resources to document program procedures clearly; expertise in writing reports to explain analyses and fully support recommendations for program and operations changes. Skill in creating spreadsheets, charts, and graphs that are clear, concise, and effectively depict program data and conclusions.
Analyzes systems, processes, and procedures for assigned program area(s). Guidelines and standard operating procedures (SOPs) exist and can be directly applied to the program operations; judgment is used to select which guideline(s) is most appropriate, and when minor deviations maybe considered.
Applies fundamental methods, principles, and practices of qualitative and quantitative
analytical and evaluative methods and techniques to identify issues that impact
effectiveness and efficiency of program operations.
Compiles, tracks, and analyzes moderately complicated statistical and narrative data from
a variety of sources to develop multiple regular and recurring reports. Reports are used to
support decision making for a range of administrative programs and services.
Uses automated systems and databases to compile, track, and analyze statistical and
narrative data. Analyzes gathered information by compiling, categorizing, calculating, and
tabulating data to identify underlying issues, patterns, or trends. Evaluates data to identify
deficiencies in processes or procedures and recommends effective countermeasures or
options for resolution.
Interprets policy guidance and assists managers and employees in understanding how guidance should be applied to programs and operations. Explains program elements, options, and flexibilities available to achieve objectives.
Research new or revised business and management practices, policies, and guidance,
and provides recommendations to the management team on applicability and options
for implementation to improve program operations.
Provides research, technical support, and information systems assistance to staff.
Advises staff on methods and techniques to identify data required for management and
direction of programs.
Assists in the development and implementation of training and instruction programs or
activities to educate Agency personnel on assigned program(s). Develops instructional
materials, handouts/guides, including technical information/specifications as appropriate, to support informational efforts.
Monitors and responds to questions and inquiries about assigned program(s) from
Agency personnel and external individuals and entities.
Prepares and gives formal and informal presentations on program operations and
activities for senior officials and management of external stakeholders.
Develops reports, informational summaries, briefings, and other written materials on
program operations, or other topics as assigned, for a variety of audiences.
The duties are at the full SV-H performance level and the SV-G is the developmental grade level leading to such performance.
The major duties described reflect the full performance level of this position. Typically, the lower pay band (G and H Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.
Qualifications
To qualify at the SV-G band grade level:
Applicants must possess one full year (52 weeks) of specialized experience at the SV-F band, (equivalent to the GS-09) in the Federal service. Specialized experience
MUST include all the following:
Knowledge of analytical and evaluative methods, techniques, and procedures to assess program development, execution, and management, and make recommendations to improve organizational effectiveness and efficiency.
Knowledge of quantitative and qualitative analytical concepts, techniques, and methodologies to conduct analytical studies and surveys for a variety of managerial operations and systems.
Skill in and ability to research and evaluate complex problems, analyze a variety of information and materials, and provide recommendations based of knowledge of organization, programs, mission, and functions.
Knowledge and skill in a variety of routine data development, management and collection techniques and methods to accept, record, and process data for analytical review and inventory.

Achievement of a Ph.D. or equivalent doctoral degree in a field of study which is in or directly related to this position.
OR
Three full years of progressively higher-level graduate education leading to such a degree.

LL.M., if related.

Combining Education and Experience: Combinations of successfully completed graduate level education, beyond the second year, and experience maybe used to meet total qualification requirements for this position, and maybe computed by first determining your total qualifying experience as a percentage of the experience required for the band level; then determining your education as a percentage of the education required for the band level; and then adding the two percentages. The total percentages must equal at least 100 percent.
Graduate Education: Education at the graduate level in an accredited college or university in the amounts indicated above meets the requirements for this position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the one year of full-time study requirement.

Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
