About the Position: You will function as a Program Manager (Planner), with the Army Corps of Engineers, Nashville District, Planning, Programs, and Project Management Division, Project Planning Branch, located in Nashville, TN.
This positions may be filled at either the GS-11 or GS-12 level.
Duties
Serve as a study manager and as Planning division technical manager responsible for planning, coordinating, and executing investigations and reports on civil works projects during the study phase.
Study and analyze Congressional authorizations and other legislation pertaining to development of investigations in order to determine scope of investigations required.
Lead the development and negotiation of the Feasibility Study Cost-Sharing Agreements (FCSA) with potential non-Federal sponsors and a recommendation of execution by the District Engineer.
Lead and/or participate in field inspections of study area and project sites.
Monitors and oversee the study execution to assure all required work is being accomplished in a timely manner and within budget.
Coordinate the development of a Quality Control Plan (QCP) for each study that meets Corps regulations and District requirements.
Prepare data, supplies information for preparation of exhibits, and attends formal public meetings and meetings with Congressional interests, other Federal, state, and local agencies, and elected officials.
Prepare, negotiate, and supervise Architect-Engineer and consultant contracts and work orders for undertaking any of the various types of investigations or portions thereof and preparation of reports as necessary.
Planner / Project Manager are dual hat Project Managers and in this role also provide team lead function for CAP and small projects in the design and implementation phase.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires you to submit a Confidential Financial Disclosure Report - OGE-450 upon entry, and annually thereafter.
- May be selected at any grade level with non-competitive promotion potential to target grade. Non-competitive promotion potential to the target grade based on time-in-grade requirements and demonstrated ability to perform the higher graded duties.

In addition to meeting the basic requirement below in the education section, to qualify for this position you must also meet the qualification requirements listed below:
To qualify at the GS-11 grade level, you must have:
Specialized Experience: One year of specialized experience which includes planning, coordinating and executing water resource studies or projects (such as flood damage reduction, navigation, environmental infrastructure, and environmental/ecosystem restoration); preparing study reports or specific report sections such as summary, conclusions, and recommendation sections); preparing work schedules, work budgets, and study information to meet study objectives; evaluating the economic problems and opportunities of various measures; and performing incremental analysis. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09);
OR
Education: 3 years of progressively higher level graduate education leading to a Ph.D. degree; or Ph.D.; or equivalent doctoral degree;
OR
Combination of Education and Experience: Combinations of successfully completed graduate level education in excess of the amount required for the next lower grade level may be used to qualify applicants for this position. Determine your total qualifying experience as a percentage of the experience required for the grade level; then determine your education as a percentage of the education required for the grade the grade level; then add the two percentages. The total percentage must equal 100 percent to qualify for this position. (To compute the percentage, divide you total months of qualifying experience by 12. Then divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify).
To qualify at the GS-12 grade level, you must have:
Specialized Experience: One year of specialized experience which includes planning, coordinating and scheduling large water resource studies or projects (such as flood damage reduction, navigation, environmental infrastructure, and environmental/ecosystem restoration); leading planning studies and projects; preparing study reports or specific report sections (such as summary, conclusions and recommendation sections); preparing work schedules, work budgets, and study information to meet study objectives; evaluating the economic problems and opportunities of various measures; performing incremental analysis. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11);
OR
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
