The primary purpose of this position is to serve as the Deputy Court Reporter Manager in the Air Force Trial Judiciary, sharing with the Court Reporter Manager (CRM) the full scope of responsibility for directing the activities of the entirety of the court reporting function Air Force-wide and in the CRM's absence, possesses the same authority and prerogatives.
**Three years or more of court reporting experience is highly desired**
Duties
Works with the Court Reporter Manager in planning, organizing, and overseeing the activities of the court reporting function. In conjunction with the Court Reporter Manager, formulates program goals, plans, policies, and procedures and work plans dealing with the development and operation of Air Force-wide court reporting functions and activities; participates in providing both technical and administrative direction to field court reporters.
Works with the Court Reporter Manager in developing and implementing a regular, progressive and developmental training program for the entirety of the court reporting function Air Force-wide. Evaluates current training needs through assessment and feedback of those involved in the court reporting function.
Serves as senior closed microphone reporter, utilizing a closed microphone and voice recognition technology to record high speed dictation at various types of informal and formal legal proceedings, such as courts martial, grievance hearings, and investigation boards. Trains active duty, reserve, and civilian paralegals in all aspects of court reporting and assigns work to junior closed microphone reporters.
Transcribes and assembles records of trial, ensuring that proper notations are made as to the swearing of court or board members, legal advisors, counsel, and witnesses. Uses voice recognition technology and types final, verbatim or summarized record, with full responsibility for grammatical accuracy, completeness, and appropriate format.
Performs actions necessary to prepare for hearings and other proceedings. Secures seating charts and obtains information on participant identities. Secures and marks, in chronological order, documents and exhibits offered or received in evidence; AND Uses varied and advanced functions of word processing software to create, format, modify, edit, and print a variety of transcripts, letters, reports, memos, and other legal documents.

- A qualified typist is required: To be basically qualified for this position, applicants must meet the OPM qualification standard and must possess the following skill: Must be able to type 40 words per minute

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Position.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of specialized experience includes knowledge and skill in operating closed microphone equipment and voice recognition technology sufficient to take high speed dictation (175 wpm) and provide verbatim recordings of courts-martial, grievance hearings, trials, and investigative hearings involving a wide range of highly specialized legal, medical, and/or technical terminology.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of an extensive body of rules, procedures, formats, protocols and specialized terminology as they relate to formal legal proceedings to prepare, process, and disseminate legal forms and documents, and to carry out legal notarial acts.
Knowledge of correct grammar, spelling, punctuation, capitalization, and format to be able to accurately prepare and edit
written correspondence and reports.
Knowledge of word processing automation software functions to support circuit operations and produce a variety of textual documents, such as legal proceedings, letters, reports, memos, and form letters.
Skill to operate closed microphone equipment and voice recognition technology, or similar mechanical equipment, sufficient to take dictation at speeds of not less than 175 words per minute to reproduce material on a disk, cylinder, or similar device.
A comprehensive knowledge of rules, regulations and operating instructions pertaining to both civilian and military personnel management and law office administration management.
User-level understanding and ability with information systems technology (e.g., computer databases and office production software such as Microsoft Word, PowerPoint, Excel, etc.).
Skill in typing; a qualified typist is required.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
