The primary purpose of this position is: To serve as a command headquarters level senior program analyst to plan, organize, and determine necessary policies, regulations, directives, programs, doctrine, and procedures for the establishment and maintenance of assigned major command program(s).
Duties
Functions as P ACAF focal point for the SecDef's Biennial Planning, Programming and Budgeting System BPPBS to Headquarters Air Force and Air Force Major Commands (MAJCOMs).
Technical consultant and senior program analyst to PACAF resource advisors, program managers and program element monitors (PEMs) on the Air Force's Force and Financial Plan (F&FP) and Future Year Defense Plan (FYDP) data base of all Air Force funding.
Supervises P ACAF Resource Allocation Process for POM build involving prudent use of P ACAF corporate structure, from studies to drill-down analysis in an effort to effectively manage P ACAF's entire out year budget. Interprets effects and trends for improvements to follow-on submissions/cycles.

- This position requires the employee to frequently travel for long periods away from the normal duty station to include CONUS or OCONUS and may include remote or isolated sites.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Management and Program Analysis (0343).
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-12 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). My experience includes Comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of PAC AF programs. Knowledge of agency program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishments. Knowledge of relationships with other programs and key administrative support functions within the Air Force.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of goals, resources, objectives, organizations, functions, and sources pertinent to the program(s) and the organizations studied or served, and related customers, functions, resources, and users.
Knowledge of cost and economic analyses principles, techniques, and practices.
Skill in application of factfinding and investigative techniques; Skill in oral and written communications.
Skill in development of presentations and reports; Ability to stratify resources against approved programs; to plan, present, and execute budgets; to analyze budget impacts on programs; and to forecast long-term funding requirements.
Ability to maintain good working relations; Ability to plan and execute complex, multi-faceted projects.
Ability to recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations; Ability to access or locate information through the use of a personal computer or terminal.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
