This position is located in the Office of Antiterrorism Assistance, Training Directorate, Bureau of Diplomatic Security, U.S. Department of State. You will be responsible for providing a broad range of financial and resource management services in support of budget planning and execution, financial monitoring and analysis, contract oversight, and management of staffing requirements.
Duties
Monitors, reviews, and analyzes execution of assigned budget activity to determine accuracy and de-conflict variations from spending plans and adjust financial spending plans.
Produces financial documentation such as financial reports showing the status of receipts, obligations, expenditures, trend analyses of rate, expenditures, comparisons, and actual performance to the financial plan.
Approves expenditures and obligations to ensure all budget and program requirements are met, funds are correctly allocated, and financial records are properly reconciled.
Provides technical evaluations and recommendations to program managers to ensure staffing, procurement, funds and contractor services are utilized.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
-Experience managing and monitoring budgetary and financial management activities.
-Experience reviewing and evaluating procurement requests and contract proposals.
-Experience planning and executing funding and financial planning.
There is no substitute of education for specialized experience for the GS-13 position.
