You will serve as a PROGRAM ANALYST in the PERFORMANCE/TRAINING SECTION of MARFORCOM NORFOLK.

Duties

You will develop information program reports, budgets and plans and will track program expenditures. You will conduct program surveys and analyses, analyzing workforce data to develop training management criteria and to evaluate validity, reliability and practicality of methods and standards. You will analyze, plan, develop and implement civilian training programs, to include coordinating training schedules and facilities and developing and revising course material. You will assist in the development of staff training and development plans to meet organizational needs. You will coordinate training agreements with local colleges, universities and private vendors to deliver training classes. You will provide consulting services to employees in order to assist them identifying career objectives and obtaining required skills through training initiatives. You will implement and manage the HealthierFeds Program.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing, developing and implementing civilian training programs, developing program budgets and plans and tracking expenditures and conducting studies to evaluate program effectiveness. GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing, developing and implementing civilian training programs, and developing program budgets and plans and tracking expenditures. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher-level graduate education leading to such a degree

or

LL.M., if related
