This position is located in the National Weather Service (NWS)field, Regional Office or National Center. These sites include Weather Forecast Offices (WFOs) and River Forecast Centers (RFCs) with one vacancy that is location negotiable after selection.
Duties
As an Engineering Technician within the National Weather Service (NWS) field, Regional Office or National Center, some of your specific duties will include:
Serve as a representative for the Region for all real property planning and construction projects, installations, relocations, rehabilitations, building and/or facilities equipment maintenance, and inspections at National Weather Service (NWS) sites.
Maintain NWS facilities, grounds and equipment including heating, ventilation, and air conditioning (HVAC) systems, etc. and on an emergency basis, constructs repairs, or renovates NWS facilities.
Serve as the NWS representative/inspector for facilities planning and construction projects, including reviewing and interpreting plans and specifications working plans, and written instructions to contract work.
Develop project descriptions and cost estimates for facility maintenance, repairs and replacement; provides budget input.
Duties described above are at the full performance GS-11 grade level, the GS-09 and GS-10 are developmental intended to prepare for the GS-11.

Qualifications
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position.
To qualify at the GS-09 level:
SPECIALIZED EXPERIENCE: Applicant must possess one full year (52 weeks) of specialized experience equivalent to the GS-08 grade level in the Federal service.
Specialized experience MUST include the following:
Assisting with property planning, construction projects, or building and equipment maintenance.
OR
EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in (a) major study in an appropriate field of engineering, construction, or industrial technology; or (b) that included at least 24 semester hours in any combination of engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics.
OR
COMBINATION: A combination of education and experience as described above.
Note: Only graduate education is qualifying at this level.
To qualify at the GS-10 level:
SPECIALIZED EXPERIENCE: Applicant must possess one full year (52 weeks) of specialized experience equivalent to the GS-9 grade level in the Federal service.
Specialized experience MUST include all of the following:
Assisting with property planning, construction projects and,
Assisting in the maintenance of facilities and/or grounds and equipment including heating, ventilating, and air conditioning (HVAC) systems, generators, power systems.
To qualify at the GS-11 level:
SPECIALIZED EXPERIENCE: Applicant must possess one full year (52 weeks) of specialized experience equivalent to the GS-10 grade level in the Federal service.
Specialized experience MUST include all of the following:
Conducting property planning and construction projects; and
Conducting facilities engineering operations and maintenance functions for grounds, facilities, buildings and related fixtures and equipment including HVAC, electrical systems and security systems.
Education
- Education completed in colleges or universities outside the United States may be used to meet the above requirements. You must provide acceptable documentation that the foreign education is comparable to that received in an accredited educational institution in the United States.
