This position is located at the Dallas-Fort Worth National Cemetery in Dallas, Texas.
Duties
This is a bargaining unit position. This position is represented by AFGE. Please note that as provided for in the AFGE/VA Master Agreement the FIRST area of consideration for this position will be permanent employees of the local facility in which this position is being filled, the SECOND area of consideration will be employees at other VA facilities, and the THIRD area of consideration will be all other eligibles.
The Work Leader will act as the Foreman during their absence. They will coordinate any future activities or projects with the Foreman before their absence occurs. The Work Leader identifies problems, needed repairs, and necessary maintenance by maintaining good relations with the subordinate personnel, or by observation. Directs repairs or maintenance of such equipment and in some instances will perform the repairs himself. Incumbent determines whether work can be performed inhouse or must be contracted out to best maintain equipment. Performs and oversees manual tasks such as tilling and tamping sunken graves, preparing areas for seeding or sodding, leveling soil, grading, or other similar duties. Also fertilizes, waters, and maintains landscaped areas. Incumbent polices areas, clearing or overseeing the clearing of flowers, related debris, leaves, snow, or other items as necessary to maintain the beauty of the cemetery. Incumbent will also be responsible for the Yearly and 5 Year Equipment Plans. Incumbent will also be responsible for notifying the Foreman on matters concerning building maintenance and repair.
Work schedule: May be required to work Monday through Friday to include occasional weekends. Due to the mission of the National Cemetery, the cemetery cannot be closed for more than 2 consecutive days at any given time. Additionally, when a Federal holiday falls on a Monday or Friday, staff may be required to work on that holiday or a Saturday. All staff is required to work Memorial Day each year. Staff will be required to work overtime, weekends and holidays when necessary to meet the needs of the cemetery. Occasionally staff may be called back to the facility to perform emergency overtime work.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement,10/18/2024.
Your background must demonstrate work involved in leading landscaping, grounds keeping, or other related trades experience that includes the use of hand tools and/or power tools, and the safe operation of related machinery and equipment used in cemetery caretaking practices, as described in the duties section of the announcement.

Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Heavy physical effort is required in constantly reaching, bending, turning and moving hands, arms, feet, and legs to handle controls for operation of equipment and attachments and for lifting and moving of materials which weigh in excess of 50 lbs. Strain from reaching, jerking, and jolting by operation over rough surfaces can be experienced. Appropriate safety precautions must be followed to avoid injury. Employee may be exposed to noise levels exceeding 85dBA for up to 8 hours a day. This exposure may adversely affect hearing, so wearing of hearing protection devices that will contain the noise level at or below 85dBA is mandatory.
Working Conditions: Work is for the most part performed outside. The nature of the work requires exposure to weather conditions, e.g., sun, wind, snow, rain, and contact with dirt, dust, mud, wood chips, sawdust and water. Minor injuries from normal mishaps may be involved in operation of grounds maintenance powered equipment. Exposure to unpleasant odors, noise, vibration, dust, dirt, oil, and grease, lesser voltage shock and exhaust fumes are possible. Again, safety equipment and safe work practices are paramount. When working in the office, may be expected to perform sedentary work for long periods of time, and remain in the office for part of or the majority of the day.
