The primary purpose of this position is to lead three or more workers to accomplish trades and/or labor work on a substantially full time and continuing basis. Leader is responsible to both perform the work assigned by a supervisor and ensures that subordinates completed assigned work consistent with trades and labor standards.
Duties
Leads a team of trades and/or labor workers. On a regular and recurring basis, utilizes trades and/or labor knowledge and skill to lead a team of three or more workers in performance of various related work.
Performs non-supervisory trades and/or labor work that is usually of the same kind and level as members of the work crew led.
Performs the entire spectrum of trades and/or labor task appropriate for the occupations and grade of the team for which they are assigned working leader.
Reviews Horizontal section work orders and drawings to determine materials and equipment needed to accomplish shop work orders.
Acts as primary technical expert for the shop and point of contact for authorizing field changes to work plans and determines technical viability of work plan changes in scope. Nature, and resource requirements.

- The work will require the employee to drive a motor vehicle
- Shift work may be required
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays
- May be required to train and/or guide lower grade employees
- This position requires operators to operate tractor and trailer combinations to transport heavy equipment across state and county roads.
- A current/valid Unrestricted Class A CDL license is required by law to operate combination vehicles over 26,000 lbs with a towed unit that weighs over 10,000 lbs “gross vehicle weight” for the position
Qualifications
In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.
QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5700 - Transportation/Mobile Equipment Operation Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.
The screen out element for this position is Ability to do the work of the position without more than normal supervision.

Working knowledge of a wide range of principles, processes, and techniques of trade(s) and/or craft(s)
Knowledge of safety regulations, practices, and procedures
Knowledge of the use and maintenance of tools, equipment, and equipment common to trades and labor work performed by the group being led
Skill in performing the trade and/or labor work of the group being led
Ability to lead a team of three or more labor or trade employees
Ability to plan and organize work assignments to include determining resources required to accomplish mission
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
