You will serve as a Supervisor Engineer or Scientist in the Weapons Computer and Software Systems Branch (Code 8523) of NAVUNSEAWARCENDIV NEWPORT RI. This position is part of the Warfare Centers Personnel Demonstration Project. The ND-5 pay band encompasses positions equivalent to GS-14 and GS-15 and the ND-4 encompasses positions equivalent to the GS-12 and GS-13.

Duties

You will be responsible for the conduct of the analysis, assessment, specification development, design, documentation, integration, test and tools development efforts needed to develop and deliver Torpedo Operational Software. You will be responsible for the development, operations and sustainment of the Torpedo Operational Software Development Environment and Infrastructure needed to develop Torpedo Operational Software. You will have managerial and decision authority for multiple projects which have significant and broad impact within the Navy and the Department of Defense. You will be responsible for developing, acquiring and maintaining the infrastructure required to accomplish objectives and produce the required objective qualify evidence to ensure compliance with systems engineering and regulatory requirements. You will develop proposals and detailed tasking, cost and schedule estimates from high level project and program objectives, lead teams, establish and track technical performance metrics and perform earned value management. You will be responsible for administrative and technical supervision of employees, developing and implementing employee training, mentoring assignments and on the job experiential assignments. You will plan, organize, assign and direct new and ongoing work; set objectives for and evaluate assigned personnels work; resolve employee complaints and address problem including those where disciplinary action is proposed. You will make plans that will affect the organizations long range goals, objectives, direction and require an analytical approach in order to forecast future trends and outcomes. You will establish goals and priorities within established project requirements/parameters; determine methods to analyze, monitor and reduce costs; forecast budgets to the customers for the various tasking under your management responsibility.

Qualifications

This is an interdisciplinary position and may be filled by a Mechanical Engineer (0830-series), a Computer Engineer (0854-series), an Electronics Engineer (0855-series), a Mathematician (1520-series), or a Computer Scientist (1550-series) depending upon the qualifications of the candidate. For the ND-5: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-4 pay band (GS-12/13 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional engineer or scientist leading the execution or direction of lightweight, heavyweight and future torpedo systems to support development efforts, research, integration, or technology efforts for warfare systems. For the ND-0830/0854/0855, Professional Mechanical/Computer/Electronics Engineering Series:
Successfully completed a bachelor's degree (or higher) in engineering. To be acceptable, the program must:(1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or(2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (I) Professional registration or licensure: Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration; or (II) Written Test: Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; or (III) Specified academic courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above); or (IV) Related curriculum: Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

For the ND-1520, Mathematics Series:
Degree: mathematics; or the equivalent of a major that included at least 24 semester hours in mathematics.

OR

Combination of education and experience -- courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics), as shown in A above, plus appropriate experience or additional education.

The total course work in either A or B above must have included differential and integral calculus and, in addition, four advanced mathematics courses requiring calculus or equivalent mathematics courses as a prerequisite.

For the ND-1550, Professional Computer Science Series: Bachelor's degree in computer science.
OR
Bachelor's or higher degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of my 30 semester hours were in a combination of statistics and mathematics that included differential and integral calculus.
All academic degrees and course work must be from accredited or pre-accredited institutions.
