About the Position: This position is located at Mill Creek Project outside of Walla Walla, WA. The project consists of the Mill Creek Channel, Bennington Lake and associated federal lands. The dam and reservoir portions of the channel and lands are operated and maintained by the Corps of Engineers. The project provides for flood risk management, recreation, wildlife habitat and irrigation. There are recreational facilities at Rooks Park, Mill Creek Trail and Bennington Lake Recreation Area.
Duties
Serves as key technical and procedural support to the Administrative Officer, supervisors and other Project personnel at Mill Creek Project.
Utilize expertise in the technical, procedural, and administrative functions of the office to provide accurate guidance, analysis, interpretation and assistance.
Prepare personnel actions using automated systems, ensuring accuracy of entries for the specific action.
Develop standard operating procedures for local policies, procedures or processes on administrative and personnel matters.
Assist supervisors in the preparation of documents and reports related to the annual operating budget.

In order to qualify, you must meet the education and/or experience requirements described below. One year of specialized experience which includes experience in the administrative functions of an office and experience in personnel actions, employee benefits assistance, and experience using automated financial management systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).

Education: One full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Management, English, or Accounting.
OR
Combination of Education and Experience: Specialized experience as described in A, but less than one year; and I have some graduate level education as described in B, but less than the required one year. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-06).
