About the Position: This position is located at Fairchild Air Force Base in Spokane County, WA.
This is a Direct Hire Solicitation.
Duties
Manage the Military Treatment Facility Clinical Quality/Performance Improvement programs, ensuring compliance with legal and regulatory requirements to meet organizational needs.
Conduct studies, review clinical and business indicators and analyze findings/trends, and provide guidance to the organizations to achieve Performance Improvement goals and overall clinical quality outcomes.
Identify opportunities to improve, resolve problems, and evaluate the effectiveness of change to health care processes.
Administer the Healthcare Risk Management activities to include risk identification, investigation, and reduction; managing, analyzing, and maintaining data/statistics, generating reports and collaborating with Quality partners to evaluate processes.
Manage malpractice claims and cases, and coordinate with attorneys and other facility personnel to meet requirements and suspense's.
Develop and Implement facility identification/communication/ analysis, and risk reduction action plan for adverse and sentinel events.
Meet regulatory edicts for biomedical product/equipment liability including, reporting of adverse events, and response to manufacturer or Federal Drug Administration recalls, tracking of tissue/implantable devices, and implementing policy.
Administer accreditation and compliance programs serving as the liaison to accrediting agencies.
Prepare applications for accreditation surveys and Unit Effectiveness Inspection and update applications as organizational circumstances change.
Serve as a resource to all squadrons, flights and elements of the medical group and Geographically Separated Units for issues relating to Unit Effectiveness Inspections and accreditation surveys.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A Personnel Security Investigation is required.
- A one-year probationary period is required if the selectee has not previously met this requirement.
- Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
- Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
- Must be able to obtain and maintain current Basic Life Support (BLS) certification through the American Red Cross. Advanced certification (e.g., ALS) does not supersede BLS.
- This position requires Tuberculosis Testing and/or record of Tuberculosis Testing.

Specialized Experience: One year of specialized experience which includes working with health care programs to ensure compliance and compatibility of program operations and support activities. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
NOTE:
Membership in Advancing Health Care Risk Management, National Association for Healthcare Quality and affiliation with the American College of Healthcare Executives or other relevant professional association, and/or a professional society relating to Performance Improvement is desirable.
Certified Professional in Healthcare Quality Certification by the Healthcare Quality Certification Board is desirable.
