This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position:
This position will be filled on a permanent basis.
This position will be filled at the GS-11 or GS-12 level. If selected at the GS-11 level, noncompetitive promotion to the full performance GS-12 is authorized.
Duties
Develop annual environmental work plans and funding for projects under the direction of the Senior Environmental Protection Specialist.
Formulate and develop implementing policies and procedures to provide solutions to resolve unique environmental issues within Installation Management Command (IMCOM) .
Prepare, review, analyze, and determine acceptability of environmental documents, to include manifests, disposal records, inspection records, analytical test results, etc.
Prepares and conducts compliance audits, training sessions, workshops, and other activities for clients to maintain conformance with environmental regulations.
Provides overall direction to Garrison and tenant organizations to maintain compliance with assigned environmental programs.
Requirements
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a secret security clearance.

Specialized experience for the GS-11
To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job.
Specialized experience: One year of specialized experience which includes: assisting in the development of policies and procedures for solutions to unique environmental issues; overseeing protocols that implement Federal, State, and local laws/guidelines; providing advice to the organization on the use and interpretation of new environmental regulations that impact the organizations mission; and helping to plan, organize, and/or provide technical assistance with environmental topics. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Biology, Earth Sciences, Chemistry, Physics, Biophysics, Chemical Engineering, Civil Engineering, Mechanical Engineering, Environmental Engineering, and Geology.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Specialized experience for the GS-12
To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job.
Specialized experience is defined as experience that is typically in or related to the work of the position to be filled such as: reviewing and analyzing manifests, inspection and disposal records, test results, and/or related environmental documents to identify potential problems; analyzing numerous federal, state and local laws to provide advice to leadership on various media such as clean air, water resources management, hazardous and toxic materials, and/or resource conservation and recovery; reviewing projects to identify potential environmental issues within the context of regulatory and/or permit requirements; preparing environmental documentation for projects to remain in compliance with environmental regulations and orders; and assisting with environmental inspections, surveys, and/or studies to prepare applicable reports for leadership. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12 level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
