About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is with the 335th Signal Command (Theater) located at East Point, Georgia.
Duties
Evaluates requests for security clearances to confirm the sensitive classification of positions which require a security clearance.
Reviews security clearance investigations for all assigned personnel to ensure accuracy of applicant documents.
Establishes an effective security education program for all agency personnel.
Coordinates the access and movement of foreign visitors.
Provides policy and guidance regarding release of information to foreign nationals.
Serves as the point of contact with higher headquarters on Foreign Exchange Personnel.
Ensures that appropriate security trainings are provided to appropriate personnel.
Responsible for the need-to-know determination and release of all information to requesters.
Maintains all records as required by applicable regulations.
Responsible for the agency’s Operational Security and Force Protection program.
Ensure Operational Security measures are in place to safeguard generated sensitive unclassified information.
Reviews documents for sensitive information prior to release to the general public.
Serves as the principal action officer for the administration of the National Industrial Security Program (NISP).
Reviews performance requirements in procurement documents to determine security requirements have been appropriately specified in accordance with National Industrial Security Program procedures.
Serves as the agency advisor on classification management procedures.
Develops local policies to insure the proper handling of classified material through all stages.
Conducts on site visits to ensure compliance with all applicable classified material handling policies.
Advises officials within agency about various aspects of the security program.
Manages security program requirements within appropriate budgetary constraints.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be able to obtain the SFPC certification; as mandated by the Security Professional Education Development (SPeD) Certification Program, within the first two years of employment, and yearly SPeD certifications, thereafter.
- Must be able to obtain and maintain a Top Secret (TS) security clearance based on a Single-scope background investigation (SSBI) with eligibility for sensitive compartmented Information (SCI).

You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes the following
1) experience with security directly related to the submission of security investigations;
2) the review of an individual's clearance level;
3) the classification/declassification of sensitive documents/information;
4) the storage of classified information;
5) conducting security briefings;
6) coordinating access/movement of foreign visitors;
7) conducting security inspections/orientations; and
8) developing/implementing personnel security policies and procedures.
This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
