Duties

Performs a variety of network device configuration and connectivity tasks. Executes procedures and coordinates corrective action to optimize network performance. Installs, configures and monitors tested and evaluated software packages that provide performance measurements of the WAN/LAN. Implements the standard configuration software loads for all network devices. Utilizes benchmarks and performance measurement and evaluation data to manage network servers and data communication devices to support normal and surge workload. Works with technical support personnel in resolving critical problems. Uses remote management software tools to maintain and update configuration, protocol and user/system files. Documents and tracks change to configuration, protocol and user/system files. Executes appropriate action to ensure backup processes are completed. valuates the performance of network devices such as servers, workstations, and peripheral devices, and remote access systems. Coordinates the development and implementation of configuration management plans for complex LANs and WANs with supported elements to include headquarters staff elements, tenant activities, state government, regional operating activities and national agencies. Implements plans and procedures for remote installation of applications and upgrades using state of the art software distribution methods. Monitors distribution of applications and upgrades ensuring compliance with regulations and copyright laws. Implements procedures to ensure accurate records of authorized users of distributed software are maintained. Implements the standard operating procedures for all devices on the network. Reviews and evaluates proposed software. Provides input to briefings and presentations on the complexities of the installation networks. These briefings provide the basis for long-range decision planning relating to C4 network project management. Analyzes equipment and software reliability and utilization reports to identify and define problem areas and to establish end-to-end systems performance levels. Performs other duties as assigned.

  • APPOINTMENT FACTORS: T5 Excepted Service appointment in the Alaska National Guard.
  • INDEFINITE: Indefinite employees may be separated with a 30 day notice OR may be converted to permanent without further competition.
  • If a permanent technician with the AKNG is selected for an indefinite position which crosses service boundaries or funding categories (i.e., AKARNG to AKANG or vice versa, or JBER to Eielson, or T32 to T5), the appointment will be "Indefinite".
  • Incumbent is subject to termination due to loss or reduction in funding for this position.
  • Work may require access to classified information. Must be able to obtain and maintain the appropriate security clearance.
  • The incumbent of this position description must have, at a minimum, a completed National Agency Check (NAC) prior to position assignment.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This will not exceed 14 days per year unless otherwise approved in advance by the TAG.

Qualifications

To qualify for this GS-11 position, you must possess the EXPERIENCE OR EDUCATION as described below: Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Individuals must have IT-related experience demonstrating each of the four competencies listed below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Additionally, you must have at least 1-year specialized experience equivalent to at least the next lower grade, GS-09. Specialized experience includes experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. OR Education: Possesses a Ph.D., equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree. Note: To qualify using education as the basis, you must include a copy of your transcript. **In order to use education as a substitution for experience or as a combination of experience and education, you must submit a copy of your transcripts. If submitting transcripts from foreign universities/colleges, you are required to submit a credential evaluation from a private U. S. organization that interprets your foreign education or degree. To be acceptable for Federal employment, foreign education must be equivalent to education or degrees acquired at accredited colleges, universities, or educational institutions in the United States. EXPERIENCE REQUIREMENTS: Resume must have complete dates and hours worked per week for each occurrence of both civilian and military employment (Example: 2 JAN 1980 to 3 MAR 1981; 0800-1630 M-F or JAN 1980 to MAR 1981; 40 hrs/wk) Use of year only will result in disqualification. Your record of experience, training, and education must show possession of the following knowledge, skills and abilities needed to fully perform the duties of the position: -- Knowledge of, and skill in applying network design principles and concepts, network architecture principles and concepts, network protocols, remote access technology concepts, network operation and maintenance concepts and methods, network management tools, configuration management concepts and practices, network topology concepts, LAN/WAN principles and methods, network optimization techniques and acquisition management policies. --Skill in configuring hubs and switches, monitoring network performance, performing network diagnostics, analyzing network traffic patterns and installing network software fixes and upgrades. --Skill in establishing connectivity between remote sites, creating network maps, troubleshooting network problems (outages) and implementing configuration management plans for complex LANs and WANs.
