Duties

This position is considered a career ladder opportunity, with a full performance level of GS-13. If selected at a lower grade level, you may be non-competitively promoted to the next grade level at the discretion of your supervisor and is contingent upon meeting regulatory and legal requirements for promotion, satisfactory performance, and the availability of higher-level work. Promotion is not guaranteed, and no promise of promotion is implied. The incumbent serves as the program lead, highest technical authority, and primary advisor and authoritative expert to the State Director, Associate State Director, Deputy State Director for the Division of Resources, Lands, and Minerals, Branch Chief for Land, Mineral, and Energy Resources, District and Field Office Managers, and staff for the Abandoned Mine Lands and Hazardous Materials Management (AML/HMM) Program for the OSO. Reports directly to the Branch Chief, Lands, Minerals and Energy Resources. Provides environmental expertise, leadership, assistance, and technical guidance to all levels and programs of the Oregon/Washington State Office with respect to abandon mine lands and hazardous material impacts, which are often complex and controversial. Administers the budget processes as well as assisting the BLM-HQ in preparing the nationwide annual Planning Target Allocations (PTA) and Directives and Annual Work Plan (AWP) for the program. Incumbent coordinates CERCLA response activities for the Oregon and Washington region and provides technical and scientific advice to the field offices and functions as the On-Scene Coordinator/Remedial Project Manager where the situation involves an unusually high degree of complexity or controversy.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application. You must meet the BASIC Requirement *AND* meet the ADDITIONAL Requirement in order to qualify for this position. BASIC Requirement for the 1301 series: Degree: Successfully completed a degree or higher in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. NOTE: You must submit a copy of your transcripts as proof of any claimed education. OR Combination of Education and Experience: Courses equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. When combining education with experience, first determine your total qualifying education as a percentage of the education required for the grade level; then determine the your experience as a percentage of the experience required for the grade level; finally, add the two percentages. The total percentage must equal at least 100 percent to qualify this grade level. NOTE: You must submit a copy of your transcripts as proof of any claimed education. *AND* ADDITIONAL Requirement: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the position in which you are applying: GS-12: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sector) performing the following 3 or more of the following: 1) providing training or guidance on proper handling, transportation, or disposal of hazardous materials in accordance with governing laws and/or regulations; 2) coordinating response activities to resolve hazardous material related incidents; 3) identifying fiscal, workload, or resource needs to effectively support a hazard material or resource restoration program; 4) analyzing site investigation, assessment, or inspection results to recommend mitigation strategies and/or remedial actions; 5) overseeing restoration of resources impacted by hazardous releases and/or oil spills. GS-13: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained either in the private or public sector) performing the following 3 or more of the following: 1) managing a hazardous material management program to include oversight, planning, or restoration; 2) conducting environmental site assessments to determine need for remedial action; 3) providing technical expertise on environmental investigations, inspections, remediation actions, or oversight activities related to hazardous materials; 4) developing program management plans (e.g., work plans, health and safety, community relations, quality assurance project, restoration plans, site investigation, etc.) for staff implementation; 5) implementing strategies to resolve resource management, public health, hazardous waste disposal or facility compliance. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level. One year at the GS-12 is required to meet the time-in-grade requirements for the GS-13 level. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
