Duties
Exercises full range of supervisory duties for a staff of up to 20 program specialists.
Performs the overall work planning, establishes work schedules and priorities, and assigns and reviews work.
Provides oversight and guidance of the Reclamation Renewable Energy Program.
Oversees the development of policy and guidance relative to the development of hydropower at Reclamation facilities for Lease of Power Privilege and Federal Energy Regulatory Commission (FERC) licensing.
Coordination and oversight of Reclamation's effort related to activities involving Power Operations and Maintenance (O&M) including policy and oversight functions. Manages the Power O&M Program to ensure a robust facility review program is available, integrating coordination, and support of each region's facility review per requirements. Assembles and analyzes review data from both reviews and reports trends and findings to the Senior Advisor.
Responsible for the coordination and oversight of Reclamation's effort related to activities involving Mandatory Reliability Compliance Program. Develops guidance for Reclamation offices to assist them with compliance with the mandatory reliability standards for the bulk electric system.
Qualifications

To qualify at the GS-15, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-14 level in federal service having demonstrated experience serving as a manager, supervisor or team lead, functioning as an expert and/or authority on power matters; coordinating work efforts with organizational entities involved in power systems and the management practices of electric utilities; and working with Federal energy regulations and policies and national public policy initiatives and the impact of such initiatives on power programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).
