This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Operates one or more types of equipment to push, pull, pile, or load materials such as sand, gravel, earth, or refuse. Operator clears brush, tree stumps, and rocks; adjusts the attachments for proper level, angel, or depth, according to the work to be done and the type of equipment being operated. Drives various vehicles (e.g. utility truck or similar vehicle (primarily under 10,000 gross vehicle weight) to and from the work site in order to transport self, supplies, and other employees. Operates a tractor trailer to transport equipment from job site to job site or to shop area. Performs operator maintenance on any and all equipment operated.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Employee must possess and maintain a valid Federal Commercial Driver's License (Class A or Class B) and any installation and/or DOD license required for the type vehicle being operated.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position has been designated “Mission Essential”. In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.

Qualifications

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Engineering Equipment Operator Have the ability to perform common duties of engineering equipment operator clearing brush, tree stumps, and rocks; adjusting the attachments for proper level, angel, or depth, according to the work to be done and the type of equipment being operated. Work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed.~ without more than normal supervision. - Failure to meet this Screen out Element will result in an ineligible rating. Physical Effort: Heavy physical effort is used by the operators in constantly reaching, bending, turning, and moving hands, arms, feet, and legs to handle different sets of controls to operate the equipment and attachments. Considerable strain is caused by the constant vibration of the equipment and the jerking and jolting from operating over rough surfaces. Because of the location of some of the controls and attachments, the operators are frequently required to work in awkward or strained positions. Working Conditions:Work is performed in all types of weather, often in an open driver's seat or platform, on hills, slopes, grades, rolling surfaces, and forests. The operators are exposed to injury due to the possibility of the equipment overturning. They are subject to noise, vibration, dust, dirt, and fumes from the motor and exhaust.
