Duties

You will participate in pre-construction and pre-performance conferences to discuss construction/maintenance features and requirements. You will establish inspection schedules/assessment on contract requirements, nature of work to be performed, and determination of critical inspection point involved. You will monitor contract performance, prepare modifications, and determine the necessary course of action to resolve issues impacting contract performance. You will use knowledge of maintenance activities in various areas (e.g., hazardous waste, HVAC systems, mechanical equipment, and grounds maintenance equipment) to plan and execute quality assurance or performance assessment plans. You will inspect contractor performance (e.g., operations, testing) for compliance with contract specifications and quality procedures.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport.
  • May be required to obtain a VISA dependent on the overseas country's laws/regulations.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.
  • This is a bargaining unit position.
  • You will be required to possess and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • The incumbent is required to file annually an OGE Form 450, Executive Branch Confidential Financial Disclosure Report.
  • Work is performed indoors and outdoors and involves moderate risk or discomforts on a regular and recurring basis which require safety precaution, e.g. use of protective gear, such as hardhats, goggles, masks.
  • Work is exposed to dust, dirt, poor ventilation, and dampness when inspecting grounds, exposed area, and void spaces under buildings.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: developing quality assurance assessment plans, scheduling and conducting on-site inspections, and performing contract administrative functions. Education

Applicants may also qualify based on education OR a combination of education and experience, in lieu of the one year specialized experience listed above, through ONE of the following:

Possession of a Ph.D. or equivalent doctoral degree.

OR

Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.

OR

Successful completion of an LL.M. degree that is related to the position being filled.

OR

Possess a combination of specialized experience and education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience must equal 100 percent.
