Duties
WHAT IS THE TXO - TAXPAYER EXPERIENCE OFFICE DIVISION?

The following are the duties of this position at the full working level.
Advises and/or designs solutions that meet individual customer circumstances, expertise, and goals. Breaks down problems, identifies patterns and proposes innovative solution approaches to automate workflows and business processes to increase operational efficiency, and drive growth primarily through low-code solutions.
Serves as an analyst to apply business logic to build solutions using low-code frameworks and platforms. Assists in the problem management process to identify root cause analysis and resolution.
Serves as an expert in visual application building approach to deliver applications using low-code functionalities. Knowledge of executing testing protocols to address technical issues and glitches and scrutinize and test multiple times to check performance and eliminate technical faults.
Recommends actions to implement solution design and administration by advising on functionality, data usage and reporting, application maintenance, solution infrastructure and data security, metadata, overall use of tools and solutions, best practices, data retention and records management, 508 compliance, and governance.
Develops and delivers technical training presentations for customers based on identified interest and/or need. Conducts workshops, presentations, and demonstrations to showcase the capabilities and benefits of low-code platforms to teammates and internal stakeholders.
This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:
Specialized Experience:
Specialized Experience/ Education for GS-09: You must have at least one (1) year of specialized experience equivalent to the next lower grade level (GS-07) in the Federal service. Specialized experience for this position includes: Preparing comprehensive program analyses and evaluations pertaining to the effectiveness of program operations. Developing changes in methods and conducting studies of employee/organizational efficiency and productivity. Planning, coordinating, and establishing operating methods and procedures for accomplishment of project mission. Providing guidance for various analytical studies to resolve substantive problems or improve effectiveness and efficiency of operating line or administrative support programs.
OR You may qualify based on education as follows: A master's or equivalent graduate degree in a related field of study. OR two (2) full years of progressively higher level graduate education leading to degree in a related field of study. OR LL.B or J.D., if related.
OR You may qualify with at least one (1) year of combined qualifying education and specialized experience as defined above.
Specialized Experience/ Education for GS-11: You must have at least one (1) year of specialized experience equivalent to the next lower grade level (GS-09) in the Federal service. Specialized experience for this position includes: Preparing evaluations for a segment or phase of a broader project or study. Utilizing conventional techniques to gather, assemble, and analyze facts, draw conclusions, and devise alternatives. Experience preparing draft reports and other substantive guidelines and materials; recommending alternatives and/or changes in methods, processes, and techniques to improve program and administrative procedures; performing operational reviews, program evaluations and guidelines pertaining to the effectiveness of line program operations, proposing recommendations, and conducting studies of employee/organizational efficiency and productivity.
OR You may qualify based on education as follows: a Ph.D. or equivalent doctoral degree in a related field of study at an accredited college or university. OR three (3) full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study OR an LL.M. in a related field.
OR You may qualify with at least one (1) year of combined qualifying education and specialized experience as defined above.
Specialized Experience for GS-12: You must have at least one (1) year of specialized experience equivalent to the next lower grade level (GS-11) in the Federal service. Specialized experience for this position includes: Demonstrated accomplishment of evaluative and analytical methods to identify and measure accomplishments and progress, revise methods, and develop new approaches to information gathering; knowledge of project management techniques to plan, schedule, and conduct complex projects. Experience identifying actual or potential problem areas, trends, deficiencies, or other similar factors affecting operations and knowledge of budgeting methods and techniques to prepare analyses and estimates. Experience with oral communication techniques to present findings and negotiate solutions.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".
