Duties
You will serve as the Staff Business Financial Manager (BFM) supporting the Cyber Department BFM in Code 70R00 at Naval Information Warfare Command (NIWC) Pacific.
You will perform staff administrative analytical and evaluative work related to program operations, and management and organizational efficiency and productivity.
You will undertake and complete complex tasks with multiple dependencies independently, mentors others regularly, and leads others to accomplish complex goals.
You will apply oral and written communication skills to interface effectively with personnel at all levels and has proven ability to support briefings or presentations to mid-level stakeholders.
You will provide expert technical and programmatic advice, guidance, and recommendations to line managers and stakeholders for making decisions on the administrative and programmatic aspects of agency operations and management.
You will provide advice in planning, preparing, and processing tasks in the areas of budgeting, Carryover, procurement and contracts, and demonstrates abilities in the formulation of budget submissions in a Navy Working Capital Fund (NWCF).
You will have financial understanding of defense acquisition programs within the Department throughout their acquisition lifecycle; be able to interpret and apply fiscal/appropriation laws, policies and directions; and advise decision makers.
You will have a full working knowledge of Navy Enterprise Resource Planning (NERP) in the financial, procurement, and workforce modules.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
NO-05: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the Gs-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Identify and resolve complex financial problems to ensure compliance with all financial management procedures, providing funding guidance to include direct and overhead funds; and provides advice in planning, preparing, processing, and coordinating tasks in the areas of budget, carryover, data-cleansing, procurements, and contracts.
NO-04: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-10 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Facilitate execution of day-to-day financial and administrative requirements, funding guidance to include direct, overhead, and Service Center funding to develops forecasts, recommend improvement plans for production overhead, direct labor hours, and carry-over; and assist in preparing budgets.
