The New York Harbor VA Healthcare system is currently recruiting for one Supervisory Medical Admin Specialist. This position will serve as the Assistant Chief in the Health Administration Service (HAS) for the VA New York Harbor Healthcare System (NYHHCS) including two full service medical centers in Manhattan and Brooklyn, one CLC in Queens, two CBOCs in Harlem and Staten Island.
Duties
The Assistant Chief of Health Administration Service reports directly to the Chief of HAS, providing leadership and managerial support for substantial operations to fulfill VA mission. The incumbent provides a high-level leadership support to HAS, upper management and clinical services. The service is composed of the following sections: Office of the Chief, Administrative Officer of the Day Section, Business Office (Enrollment and Eligibility, Personal Funds of Patients, Decedent Affairs, Admissions, Emergency Department), Call Center, Outpatient Clinic Operations (administrative clinics, insurance capture and scheduling support), Veterans Transportation Service (patient transportation, beneficiary travel, special mode transportation), Health Information Management (HIM), and program analysis. The incumbent will oversee all critical programs in in conjunction with the Chief of HAS to include supervisory duties of all Sections Chiefs or Managers.
Major duties include but are not limited to:
Provide direct supervision and leadership to section chiefs (Business Office, Scheduling Brooklyn, Call Center, Consults Section) within HAS and work with the section chiefs to ensure day to day operations.
Writes, reviews, and develops policies as it relates to the sections under HAS.
Evaluates programs for efficiency and productivity to support healthcare systems in patient administration.
Responsible for leading HAS leaders in managing and sustaining the various programs and driving change initiatives in medical support staff related to all clinical areas to include any lead or supervisory staff in those sections.
Oversees contracts and fiscal management as it relates to various HAS programs.
Coordinating and supporting mechanisms for successful data collection and entry. Ensures accurate, timely, and consistent data is entered into the Medical Center database.
Manage programs that require in-depth training with the HAS Trainers to ensure that HAS and other identified Medical Center staff are educated and accountable for data management.
Produces executive reports and analyzing dashboards for effective service wide improvements.
Provides oversight of effective program management in Health Benefits, Enrollment/Eligibility, Beneficiary Travel, Special Mode Transportation, Veterans Transportation System, Patient Funds, Lodging, Administrative Officers on Duty, Decedent Affairs, Emergency Room Clerical Support, facility reports, Ward Administration support, and outpatient clinic operations.
Maintains contact with clinical personnel and other staff in various clinic settings to resolve delays and misunderstandings in the medical administrative aspects of providing medical care.
Oversees VA directives, policies, and procedures as it relates to Health Administration Service. Writes and updates facility level policies that may be applicable to new VHA directives and work with other cross functional clinical areas and administrative service chiefs to complete medical center memorandums.
Investigates patient complaints on eligibility issues, transportation, and inpatient operations, clinic operations, and all other HAS operations and prepares written response for Chief Health Administrative Service.
Responsible for mitigating uncompliant providers with incomplete encounters errors brought forward by HAS Section chiefs. Reviews action required report daily and manage elevated errors that need correction. Assures that staff distributes any incomplete encounter errors to the appropriate providers to process.
DAU COR Level 1 duties. (will be required to achieve within 6 months)
Performs all other duties as assigned.
Work Schedule: Monday - Friday 8:00am-4:30pm EST
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/24/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: In-depth knowledge of the total health care delivery system and with the VHA Scheduling Directive 1230, 1231, 1232; highly skilled in evaluating programs to determine effectiveness and propose solutions to complex issues; ability to develop and meet performance metrics; knowledge of business office functions such as benefit travel, eligibility, contracts, budget, etc.; must have managerial skills with a high degree of aptitude in oral presentation and written communications.
Preferred Experience: DAU COR Level 1.

Physical Requirements: This is primarily a sedentary position, but the work requires some walking, bending, stooping and carrying of light objects such as manuals, documents, etc. Concentration and sustained performance under prolonged stress is required because of the time factors involved in completion of work assignments within deadlines.
