Duties
This position is located within the United States Department of the Interior, Bureau of Ocean Energy Management, Office of Renewable Energy Programs, Projects and Coordination Branch. This is a term position not to exceed three years. This appointment may be extended an additional year beyond the three years but this extension is not guaranteed.
This position is being advertised as both location negotiable after selection and with a duty station of Sterling, Virginia with the option of telework. If applying to "negotiable after selection", this means that your duty station will be based off your home address and you will be a full-time remote worker. If applying to a specific duty station, you may be allowed to telework a set number of day(s) per pay period, with supervisory approval.
At the full performance level (GS-12) the major duties of this position include, but are not limited to the following:
1. As the first level of review, examine, research, review and process offshore renewable energy lease
applications ensuring that necessary information is provided and correct. The types of documents reviewed include: Assignments of record title and operating rights for offshore renewable energy leases and electronic transmission rights-of-way; Acceptance of general and supplemental bonds, bond riders, bond replacements, and the termination and/or cancellation of bonds; Designation of Operator approval; Lease Relinquishments, Expirations and Terminations; and Qualifications of Corporations, Limited Liability Companies, Limited and General Partnerships, Individuals and Trusts, Limited Liability Limited Partnerships; Mergers and Name Changes.
2. Enter and review data in the Technical Information Management System (TIMS) monitoring work queues for compliance; work with customer base to resolve.
3. Provide analyses, comments and recommendations on new or proposed regulations, manuals, evolving policies and other procedural directives, which may affect the Outer Continental Shelf (OCS) program for the Atlantic OCS and draft standard operating procedures and other reference materials for conducting business with BOEM.
4. Manage the Project and Coordination Branch's (PCB) Records Management Program, overseeing the
collection, production, protection, control, dissemination and/or disposition of all paper and electronic
records, including Administrative Records and Decision Files.
5. Provide administrative support for PCB staff by reviewing and editing correspondence; tracking
controlled correspondence assignments and due dates; accessing the Document Tracking System (DTS) and assigning responses to relevant staff; assisting with travel arrangements and vouchering; assisting with training requests and tracking completed training for PCB staff.
The Bureau of Ocean Energy Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisory approval.
Salary Information for Sterling:
GS-11, Step 1 $ 82,764.00 to GS-11, Step 10: $107,590.00 per annum.
GS-12, Step 1: $99,200.00 to GS-12, Step 10: $128,956.00 per annum.
If selected for a location other than Sterling, Virginia your pay will be set for the location in which you live.
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
A. To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to at
least the GS-09 grade level in the Federal service, or comparable experience not gained through Federal
service. Specialized experience is experience that equipped the applicant with the particular knowledge,
skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the
work of the position to be filled. Specialized experience is defined as demonstrated experience:
1)Reviewing and analyzing legal documents for completeness and accuracy.
2) Providing administrative support to a group of professionals. and
3) Managing the collection, production, protection, control, dissemination and/or disposition of all paper and electronic records for an office.

B. Education- Substitution of Specialized Experience for Education if you have achieved:
Ph. D. or equivalent doctoral degree or
Three (3) full of progressively higher level graduate education leading to such a degree or
LL.M., if related
C. Combination of education and experience: A combination of specialized experience and education that
totals 100% of the experience requirement.
GS-12
Specialized Experience: To qualify for the GS-12, you must possess at least one full year of specialized
experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not
gained through Federal service. Specialized experience is experience that equipped the applicant with the
particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is
typically in or related to the work of the position to be filled. Specialized experience is defined as
demonstrated experience:
1) Reviewing and analyzing legal documents for completeness and accuracy and
drafting correspondence to customers.
2) Providing administrative support to a group of professionals.
3) Managing the collection, production, protection, control, dissemination and/or disposition of all paper and
electronic records for an office, including Administrative Records and Decision Files.
4) Drafting standard operating procedures that document how business is conducted with an office.
