This position is located within the VA Regional Office, Support Services Division and serves as a Financial Administrative Specialist working independently with internal and external customers on operational matters and on exercising program responsibilities.
Duties
Examines, certifies and audit vouchers submitted for payment, while assessing compliance with applicable laws, regulations, policies and procedures.
Establishes and maintains internal controls systems with a special emphasis on the operational areas identified as having a high risk of fraud, waste, and abuse.
Communicates by phone or correspondence with veterans, fiduciary, other offices with inquiry results.
Prepares fiscal, administrative, and other statistical reports as deemed appropriate and/or as required and serves on such other projects as directed.
Understands the various benefit programs and the payment procedures and regulations applicable to each program administered.
Performs reviews for accuracy and consistency of data such as audits, debts, and reimbursement.
Performs accounting reviews and payment function checks for discrepancies and advises management with proposes plans to prevent future unassociated funds situations.
Provides administration support to management staff for personnel management, budget administration, procurement and other financial related activities.
Completes oral and written presentations that are clear, concise and logical.

Specialized Experience:
GS-07: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-05) in the federal service. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience for this position is defined as: (1) reviewing vouchers submitted for payment on behalf of the office and (2) researching a variety of financial data, reports, or resources.

Applicants may substitute education for experience at grade GS-07.
One (1) full year of graduate level education OR Superior Academic Achievement
- OR -
Applicants may combine education and experience to qualify for grade GS-07.
Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified above and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level.
