Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties.

Duties

The primary purpose of this position is to serve as an Air Reserve Technician (ART) officer, to serve as a fully qualified mission-ready Navigator in the unit type aircraft. Position also accomplishes a variety of administrative duties related to flight/mission accomplishment such as scheduling, mission planning, AFRC operational training, and mission management. Additionally, provides training to reservists in the accomplishment of tasks set forth herein. Subject position is part of the AFRC trainee/developmental Navigator Instructor Program. As such, this position functions at the full journeyman level, but provides the incumbent with valuable AFRC experience that serves as the recruitment pool from which GS-12 Navigator Instructors are selected. This position, as part of the AFRC developmental Navigator Instructor Program, may lead to GS-2183-12, Navigator (Instructor). RESPONSIBILITIES: 1. Performs duties of CSO to accomplish assigned missions. 2. Reviews mission tasking, intelligence, and weather information. 3. Participates in mission planning, preparation and filing of flight plan, and crew briefing. 4. Ensures aircraft is pre-flighted, inspected, loaded, equipped, and manned for mission. 5. Navigates aircraft to accomplish assigned mission. 5. Operates available navigation systems. Assists commanders and performs staff functions related to this specialty. 6. Schedules CSOs as to type, phase and degree of flying training required and scheduling individual CSOs for extra flying hours when determined necessary. 7. Conducts a continuous and aggressive flying safety program and maintains a complete file on flying safety matters for the education of all assigned aircrew

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Supplement to Qualification Standards for Air Reserve Technicians (ART), approved August 2017. SPECIALIZED EXPERIENCE: No specific length of experience required. The qualifications of Navigator (Instructors) in an Air Force active duty and Reserve force are directly related to the completion of prerequisite training and number of flying hours rather than years of experience. MINIMUM FLYING HOURS: Must have a minimum of 300 hours total military flight time and instructor qualified in unit aircraft, hold or qualify for a USAF Navigator or Combat Systems Officer rating. YOU MUST SUBMIT AN ATAFR 209 OR AN OFFICIAL FLYING HOUR REPORT, FAILURE TO DO SO WILL RESULT IN AN INELIGBILE RATING. FAILURE TO RESPOND TO THIS ITEM WILL RESULT IN AN INELIGIBLE RATING. OR MINIMUM FLYING HOURS GS-12: Must have a minimum of 1000 hours total military flight time and instructor qualified in unit aircraft, hold or qualify for a USAF Navigator or Combat Systems Officer rating. YOU MUST SUBMIT AN ATAFR 209 OR AN OFFICIAL FLYING HOUR REPORT, FAILURE TO DO SO WILL RESULT IN AN INELIGBILE RATING. FAILURE TO RESPOND TO THIS ITEM WILL RESULT IN AN INELIGIBLE RATING. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENTS FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. OR FEDERAL TIME-IN-GRADE (TIG) REQUIREMENTS FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of and skill in the application of rated aviator expertise as a Navigator. 2. Knowledge of and ability to formulate plans and courses pertaining to flying operations and unit flying training activities. 3. Knowledge of the capabilities, limitations, and techniques for employment of unit· assigned aircraft. 4. Knowledge of flying operations and the unit mission. 5. Knowledge of the relationship of the various Air Force Reserve entities, other MAJCOMs and Air Force in overall planning and execution of military operations and evaluations. 6. Ability to resolve complex issues and maintain good working relations. 7. Ability to communicate effectively both orally and in writing. OTHER SIGNIFICANT FACTS: 1. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. 2. This is a key management position in which the incumbent is required to formulate, determine or influence policies of the assigned units. 3. Aircrew and management duties may include stress (both mental and physical\), exposures to extreme hot and cold temperatures, gravity forces of three in non-fighters and seven in fighters, and short notification for accomplishment of immediate action items directed by unit supervisors/higher headquarters that must be completed before the duty day ends. 4. Must be rated Navigator on flying status in unit to which assigned. Must participate in regular and frequent flights as required by the commander. Periodically, as prescribed by regulations, must take and pass standardization/evaluation examinations which consist of both written tests and actual flight performance to demonstrate flight knowledge and abilities required of the position. Must pass physical examination and meet annual flying requirements. 5. Member will be considered for instructor upgrade training when qualified with gaining MAJCOM training regulations and any other applicable statutory requirements. 6. The incumbent's regular assignments are primarily ART; however, the incumbent is assigned non-ART duties not to exceed 30 percent of total responsibilities. As necessary, to meet special or essential unscheduled activities, may be required to work an uncommon tour of duty with brief advance notice. 7. The incumbent may be required to fly in military and/or commercial aircraft to perform temporary duty assignments (TDY). 8. This position is designated as a mobility position. The incumbent must be willing to move/transfer to another unit/location on a lateral or promotion basis as directed by HQ AFRC. 9. This position has been identified as a drug testing designated position. The incumbent of this position may be selected for random drug testing, and be subject to reasonable suspicion testing and safety mishap or accident tests. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
