The primary purpose of this position is to analyze complex procurement fraud cases and contractor suspension/debarment actions and provide highly accurate and timely advice and recommendations to the Air Force General Counsel's Office (SAF/GC), senior leadership at HQ AFMC, and to the Department of Justice (DoJ).

Duties

1. Incumbent provides MAJCOM level independent professional legal review of exceptionally complex and sensitive acquisition fraud cases and proposed suspension/debarment actions which may involve hundreds of millions of dollars and contain difficult questions of fact and law. 2. Incumbent provides written and oral legal opinions on highly complex questions of law and fact pertaining to criminal and civil acquisitions fraud cases, proposed suspension and debarment actions, and proposed settlement actions. 3. Incumbent provides legal advice to contracting personnel, investigators, and attorneys in the field. AFMC headquarters, HQ USAF, the Air Force General Counsel's Office, United States Attorney's offices, and the Department of Justice on all matters pertaining to acquisition related fraud, suspensions, and debarments. 4. Incumbent participates in formal and informal training conducted for attorneys, investigators, contracting personnel, and others. 5. Responsible for the timely completion of administrative duties as assigned by AFMCLO leadership.

  • PCS expenses if authorized will be paid IAW JTR and Air Force Regulations. This is a Centrally Managed position under the Legal Career Field.

  • Employee must maintain current certifications
  • Attorney appointments are subject to serve a one-year probationary period.
  • Candidates are not required to have active duty service or veterans’ preference to be referred and considered. All qualified candidates who meet the recruitment assessment criteria will be referred to the selecting official.

  • The employee must, within 30-days of assuming this position and by 31 October annually, thereafter, file an OGE-450, Confidential Financial Disclosure Report. Employee is required to attend annual ethics and procurement integrity training

  • Employee must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth
  • Employee must adhere to the Air Force Rules of Professional Conduct
  • Employee may be required to travel for temporary duty on civilian or military aircraft away from home station
  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise

Qualifications

GENERAL REQUIREMENTS: You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status and shows date obtained, it must be within 4 months of the date of application. A copy of the bar card is not sufficient proof of good standing. I am a graduate of a law school accredited by the American Bar Association AND I am an active (or equivalent) member, in good standing, of the bar of the highest court of a state, U.S. commonwealth, U.S. territory, or the District of Columbia; (you MUST submit a Certificate of Good Standing dated within 4 months of your application) - AND - I have professional legal experience in excess of two (2) years that is commensurate with the duties and responsibilities of the position. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of federal acquisition law including but not limited to statutes, Federal Acquisition Regulation (FAR) and supplements thereto, DoD Directives, Air Force Policy Directives and Instructions, and federal and Armed Services Board of Contract Appeals (ASBCA) case law. 2. Maintenance of a current license as an attorney and counselor-at-law in a state or territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico. 3. Demonstrated skill in researching legal issues raised by requests for formal opinions, the analysis of complex factual situations in light of the results of such legal research and general legal principles, and the preparation of written legal opinions and fraud remedies plans based upon such research and analysis. 4. Proven skill in effective communication, both orally and in writing. 5. Proven skill in using negotiation techniques to protect the Government's position in acquisition/fraud actions. 6. Ability to obtain and maintain the appropriate security and program clearance necessary to execute the duties of the other position. 7. Ability to maintain current knowledge of changing statutory and regulatory guidance as they relate to the duties of the position, as well as general developments in technology that may improve the effective delivery of legal services. 8. Ability to conduct oneself in accordance with generally accepted standards of professional demeanor. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
