Vacancies will be filled in the following specialty areas: Tax Exempt and Government Entities, Exempt Organizations and Government Entities, Tax Exempt Bonds & FSLET
The following are the duties of this position at the full working level.
Conducts complex studies and analyses to evaluate Tax Exempt and Government Entities program accomplishments and to identify focus areas for review. Coordinates and participates in special projects such as forms/instruction creation, software building and testing. Utilizes a mastery of a professional knowledge of the theory, concepts, principles, and practices of accounting and tax auditing, in evaluating the program and resolving issues where laws are highly interpretive or conflicting, conducts case reviews of live case examinations and/or determinations completed by Revenue Agents on behalf of the Program Manager for technical and procedural accuracy, and consistency of TE/GE positions and application of tax rules and regulations. Reviews and analyzes the audit plan, workpapers, and reports in the casefile to determine adherence to established policies, procedures, regulations, and other guidance. Provides the Program Manager a written assessment of any findings. Participates in developing and delivering technical briefings for program and BOD executives, as well as external stakeholders which can include other government agencies. Coordinates the planning and execution of problem resolutions that involve multiple programs within the function, or across several functions. Conducts reviews and analysis of statistical reports to identify trends, deficiencies, and potential problems with inventory and any impact of new programs on available staffing in the function. Reviews existing procedures and operations in the function and identifies actual or potential internal organizational problems. Recommends solutions to the manager and if necessary, prepares the necessary implementing documents. May serve as, OJI or mentor, or perform other related duties as assigned.
2. Coordinates with the Program Manager and with other areas in the function on the development of area operational reviews and action plans. Conducts technical reviews and analysis of group operations, processes and procedures, live case issues and TE/GE positions under the direction of the Program Manager. Makes decisions and provides recommendations relative to the scope or focus of the review. Implements procedures necessary to ensure effective fiscal, personnel, and facilities management. Monitors accomplishments and assists in developing facts and prepares requests for changes in staffing allocations.
3. Assists in the general operation of the function and performs many of the day-to-day tasks for the Program Manager. Comprehensively plans, analyzes, determines cost/benefit relationships, and coordinates with groups in the area to monitor and evaluate the division's or business unit's organizational structure, ensuring that Authorized Staffing Pattern (ASP) and span of control guidelines are met. Reviews all proposed changes and provides analysis and assessment in relation to the currently approved organizational template, and sound position management principles. Recommends acceptance of and/or modifications to the proposed change(s) to management. Establishes training programs which are central to the mission of the program. Develops systems to monitor track certain types of cases (e.g., Fraud and Whistleblower). Coordinates resource allocation, case assignment/transfer and hiring/staffing planning activity. Maintains files and/or records containing confidential employee/labor relations materials. Has advance notice of personnel actions for the purpose of analyzing and implementing staffing changes and resource allocation. Advises on management recommendations related to L/MER negotiations. Attends regularly scheduled management meetings on labor relations problems, grievance responses, answers to unfair labor practices, and prepares written responses to union for supervisory approval. Coordinates the implementation of new systems for the program (e.g., Taxpayer Digital Correspondence, Enterprise Case Management). Coordinates and performs various administrative functions for the manager. Maintains liaison with TE/GE Shared Services and other operating divisions as well as the headquarters office. Reviews correspondence. Contacts attorneys, accounts, representatives of state/local government, other Federal agencies, members of congressional staff, and various levels of agency management, outside of the scope of examinations. Provides information about the overall program and processes and answers technical and procedural questions directed to executives, external representatives, and various levels of agency.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. QUALIFICATION REQUIREMENTS:
BASIC REQUIREMENTS:
A Certificate as a Certified Public Accountant (CPA) or a bachelor's or higher degree in accounting that included at least 30 semester hours in accounting or 24 semester hours in accounting and an additional 6 semester hours in related subjects such as business law, economics, statistical/quantitative methods, computerized accounting or financial systems, financial management, or finance. OR
A bachelor's or higher degree in a field other than accounting or a combination of education and experience equivalent to 4 years that included at least 30 semester hours in accounting or 24 semester hours in accounting and 6 semester hours in related subjects as described above. OR
Currently or previously held an Internal Revenue Agent GS-0512 position for at least one year.
AND
SPECIALIZED EXPERIENCE GS-13: You must have at least one year of specialized experience in tax-exempt organizations at a level of difficulty and responsibility equivalent to the GS-12 in the Federal service. Specialized experience for this position includes:
Experience with accounting and auditing principles and practices applying these techniques to conduct reviews of examinations and/or determinations of the largest and most complex activity under the entire TE/GE customer segment (etc., retirement plans and related trusts; IRAs; plan participants and beneficiaries; and retirement plan sponsors. organizations exempt from income tax under IRC 501, Tax Exempt Bonds, Federal State and Local Governments, and Indian Tribal Governments), Experience planning and coordinating issues across multiple areas or functions.
Experience with planning, analyzing, and coordinating operational reviews, resource allocation, case assignment/transfer amongst groups, and hiring/staffing planning functions, and develop systems to track and monitor certain types of cases (e.g. fraud, whistleblower, etc.).
Experience applying tax law, precedents, rulings, and court decisions related to the TE/GE organization, and skill in applying the tax laws in cases of great significance, or issues of considerable complexity, controversy, or high impact. Ability to conduct extensive research of legal questions, including consideration of judicial decisions and legislative intent to establish relative training programs, and answer technical and procedural questions directed to executives.
Experience with TE/GE organization, procedures, and practices. Experience working effectively with other functions within the organization.
Experience applying management principles and techniques.
Experience analyzing procedures and/or problem areas in order to recommend improvements or solutions to problems.
Experience communicating, listening, and fostering dialogue with upper management, peers, and customers.
Experience with informing, influencing, negotiating, and persuading in the overall accomplishment of program objectives and effective problem solving.
Experience preparing clear and concise written reports, letters, and memoranda.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
