This position is located in Field Operations Directorate, Office of Field operations, District 14. New Jersey Central Field Office.
As an Immigration Services Analyst, you will you will provide support to both the operational and administrative functions of USCIS operations and research and conduct studies..
Duties
The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity.
Plan and conduct a variety of management programs or activities that will impact center activities or operations.
Monitor operational activities to ensure they meet compliance requirements. Conduct training for USCIS staff on standardized procedures and processes related to their duties.
Respond to case specific inquiries from internal and external stakeholders, including various USCIS offices, contractors, and other government agencies.
Perform research and conduct studies which involve the search and examination of USCIS records and databases.
To obtain pertinent information on cases, policies, procedures, trends, evaluations, and other similar matters to make determinations on case specific problems.
Coordinate with Adjudications Personnel to resolve issues with pending and/or completed applications and petitions.
Coordinate and implement management information systems that focus on long and short range plans, policies and programs related to goals, objectives and priorities established by statutes, executive orders, DHS, Program Managers, and/or supervisors.
Research, prepare and provide verbal or written technical guidance, information and support to various USCIS office management staff in the application of management systems and/or programs.
Conduct data queries, validate and analyze data, and create reports for management on program elements.
Qualifications
The qualifications for this position must be met by 11:59 PM (Eastern Time) on 10/21/2024.
Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 10/21/2024.
GS-09: You qualify at the GS-09 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-07 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
One year of specialized experience equivalent to the GS-07 level that demonstrates the ability to provide assistance to higher graded analysts by developing background information for studies.
Research official documents.
Compile and chart statistical data.
Interview employees and supervisors.
Gather, summarize and analyze information for incorporation into final reports.
Carry out specified portions or segments of specific projects. Identify and recommend solutions to problems. OR
You may substitute a Master's degree or 2 full years of graduate education leading to such a degree in any field or a J.D. or L.L.B. degree for experience required at the GS-09 grade level. Such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Check with your school to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester or 54 quarter hours.
GS-11: You qualify at the GS-11 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-09 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
Gathering, reviewing, verifying and consolidating information and statistical data;
Conducting studies to identify, analyze, and recommend solutions to problems in organizational structure, staffing, administrative procedures, work processes, or workload distribution;
Using qualitative and quantitative analytical techniques to assess factual or procedural issues related to management processes, systems and mission support programs. OR
You may substitute adoctoral degree (PhD or equivalent degree) or three full years of progressively higher-level graduate education leading to such a degree in any field, or L.L.M. if related for experience at the GS-11grade level. Such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Checkwith your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarter hours.
GS-12: You qualify at the GS-12 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-11 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
Conducting studies, analyzing findings and making recommendations on substantive operating programs.
Conducting detailed analyses of complex functions and work processes such as production standards, workloads, and appropriate staffing levels.
Developing guidance on management evaluation techniques.
Developing manuals and directives covering the administrative aspects of field operations.
